The average editor and the ordinary citizen of a state east of the Mississippi apparently have no appreciation of the situation in these western dependencies. We frequently obeerTe newspaper articles in which the writers speak of "political-wirepulling," "territorial rings," "territorial "terri-torial lobbies in congress," -aud all that sort of thing, just as it they were facta and actually existed. By courtesy a delegate lrom each of these "colo-niea" "colo-niea" is permittsi to occupy a seat in the lower house of the national legislature; legis-lature; but he can not vote on any il'iestion, and can make his voice heard only on matters directiy affecting affect-ing his coastitutcnts. The representatives repre-sentatives of a railroad company and the manufacturer of iron or other articles have "rights" nearly equal to this. The little state of Delaware, or even that if Colorado so recently clothed with statehood, has more! powr anl influence in congress thaol the eiht territories combined. A territory is in the same position as rjgardi "influence" that any foreign power is. In point of fact the Siatoan Islands or the Poles exercise m much inQuence on the American congress as the people of a United States territory. We believe a South Sea iHiaudor or a resident of Poland would at least attract as much attention to any claim or scheme he might present in Washington and would stand mora chance of bjing successful thin all the citizen?' o! a territory with a similar claim, or scheme. It is certain that the rights of the latter would not ha reapscted so niuc'u aa thjjfl of t:u foreigners.
