The secretary ol war, to-day received a telegram from the New Orleans relief committeu asking for rations to be distributed among the destitute and saying tht this requeat wsb made because aid had been refused by the Howard association. The secretary declined furnishing the desired relief on the ground that it is reported that the Howard association has a large amount of money on band and has the discretion to use it in such a way as may be deemed proper, and further, that it has belter opportuui ties than himself for judging tbei situation. The secretary of war has directed that the various articles of bedding and clothing needed for the fever supply boat, now loading at St. Lou in, be furnished at government rates. 8t. Louis, 3.
