Tho Secretary of the Treasury has written a lelU'.r to Senator Chandler, chairman of the Senate committee on Commerce, stating, stat-ing, by invitation, of the committee, his views on the subjects covered by Fen ton's bill to regulate axioms service, ser-vice, and the disposition of fines, penalties pen-alties and forfeitures. Tnc Secretary goes into an extended discussion ot these and commercial suljects, anil recommends the following measure": 1st, a revision and consolidation of the ; tariff acts; 2d, substitution, so far as practical, ot specific in lieu of alru lonm duties; SA, the aMition of the 1 present system of moieties, with o.ic exception, to-wit: that where attempts ; at smuggling are deterred, or acts ot smuggling are accomplished, and the goods atterwanls seized, the seizing officer of-ficer or officers, and informer or- informers, in-formers, if any, shall be entitled in 1 equal parts to one-tenth of the nett proceeds; or if there be no informer i the seizing officer to be entitled to the I whole of such one-tenth; 4lh, that a! provision he made or a. special fund to be applied, under suitable restrictions, restric-tions, to the compensation of private persons affording information which shall enable the Government to detect and punish frauds upon customs revenue reve-nue other than thoae involved in actual ac-tual or attcmptxl smuggling; oth, that the law authorizing the seizure of books and papers, pa-pers, be so amended as to afford due protections U the rights of private parties; 6ti, that no compro mise ot any line, penalty or lorieiture, occurring from a violation of naviga- lion or customs revenue laws, shall be; lawful after a judicial investigation of facts; and 7th, that the compensation of custom officers shall be graded in accordance with the importance and responsibilities of the positions. |
