Tho following fol-lowing is the letter cf Bcnator Casserly to tho treasury department, enclosing a check for the amount of bis back pay under tho salary increase bill: Sir : 1 send herewith endorsed to your order, tho proceeds to be paid into the treasury, tho draft for this dato of the seorctary of tho Bcnate for $970 40, received by me from him as being the full amount coining to me under the law giving to members of congress in-crca in-crca ed back pay. If I add a word, it is that what I do may not be construed con-strued to the prejudioe of others.. For reasons which I deemed sufhoient I voted against tho provisions for tho increase in-crease of salaries in every stage of them, not excepting tbe final stage, the adoption of the oonferenoe report. Those reasons embraced several objea-tions objea-tions to the measure, of whioh that in regard to the increased back pay was but one, and they had little if any reference io the increase of pay in the future. Having so voted throughout, I find it moro satisfactory to myself personally to decline the amount to which I am entitled as increased back pay. In taking this course I would not be understood as refleotiug in the least on members of congress who see their way clear to tho adoption of the opposite course. Many of them are so well known as honorable and disinterested disinter-ested men in their publio and private life by those who know them best as tj make it impossible for me to in tho least impugn their motives or deny their good faith.
