An executive order issued to-day, announces that the advisory board of the civil service commission, have completed the grouping group-ing contemplated by the rules already adopted, and have recommended certain cer-tain provisions for carrying tho rules into effect. The President approves tho recommendations and says they will be carried into effect as rapidly as possible. pos-sible. The order concludes by saying I that the utmost fidelity and diligence will be expected of all officers in every branch of tho public service Political assessments, as they aro called, have been forbidden within the various dc-ipartmenls, dc-ipartmenls, whilo the right of all persons per-sons in official positions to take part in politics is acknowledged, and the clcc live franchise is recognized as a high trust to be discharged by all entitled to exercise it, whether in the employment of tho government or in private life; honesty and efficiency, and not political politi-cal activity will determine the tenure of office. The report of tho advisory board is referred to in an order that has been published. It deals at length with the grading and grouping of officers offi-cers in the executivo department, in-! in-! ternal revenue service, and in oustom houses, remarking that in customs scr-; scr-; vice, the board recommends that when vacancies occur in the chief positions, the secretary of the treasury shall ascertain ascer-tain if there be suitable and available I persons already in tho custom house i service within the district in which j j sneh vacancy occurs, and if such per- I 'sons arc found, that the appointments 1 be made from them, but if not found, it may be at discretion. |
