The girl charges F.sh with haviLg seduced aud then abandoned her. She is now in custody in this city. State Klhts. A W ashington dispatch says the defeat de-feat of Judge Bingham's bill relating to life insurance companies, was occasioned occa-sioned by the opinion held by many members that it proposed an unwarrantable unwar-rantable interference by the general government with the right of"" Stares to regulate the privileges uf corpora tions. 'The bill provided that no penalty pen-alty shall be imposed on any life insurance insur-ance company which is authorized by iaw of the United States, nor shall any tax, or other conditions of doing business, busi-ness, be imposed on any such company which is not by the same autiiori y imposed im-posed upon all insurance compauies. The last clause would prevent a State from making any discrimination lu favor of insurance companies organized in such State. Iu many western Stales there is talk of adopting legislation to compel eastern insurance companies to iuvest the prefits arising frum their bu-iness in the State whence they derive de-rive it. It is stated that eight millions mil-lions annually are taken from Onio and seven millions from Indiana, as profits of eastern insurance companies, and from all the western States there is a large and constant drain of money to the east to pay insurance. Fires. Troy, New York, 17. There were two fires here last night. Moore ei Bro's. stove and furnishing goods lost about $o,OUO. Ac-.litlent. . i New York,' 17.- A Troy dispatch gives additional particulars of tho railroad rail-road accident last night. The Mon treal express train, which left New York at 4 p. m. yesterday, ran off the track between this city and Albany about 10 p. m. A broken rail threw the train from the track, and after running about twenty rods upon the ties, the rear coach twang against the the embankment on the right and became be-came detached. Meantime the tender had become uncoupled from the baggage bag-gage car, and that car and a palace car tumbled down into the ravine. The palace car immediately took (lie from gasoline on board, and both cars were burnt up. The passengers, however, escaped through the windows. Alfred Hellyard, of Pennsylvania, upon returning re-turning into the car for baggage was severely burned about the head and neck, but not fatally. Others were burned but not seriously. Tue mails and baggage were saved. Amnesty Act Wanted. " . St. Louis, 17. The Senate has passed the concurrent resolution previously previ-ously adopted by the House, asking Congress to pass a full and complete amnesty act.
