Show A GOVERNMENT FOX FRANCE The dispatchi-s have evidently mixed it somewhat in announcing that the Constituent Assembly of F.ance had decided to establish a republic and finally fi-nally submit the question of government govern-ment to a plebiscite after peace is con-eluded con-eluded and the Assembly has adjourned to Paris. There is a de facto republic in existence now. Under its authority the Assembly has been elected, that the people of France, through their representatives, might say whether it is to be peace or a continuance of the I war. True, the ministers of that re public have resigned their power into the hands of the Assembly, but hold office until another provisional govern-' govern-' ment is formed. ! The question in the elections was not, ' so far as has appeared, whether the Assembly should decide for France if a Bourbon or Orleauit should be appointed ap-pointed king, the empire be restored, or the republic be continued ; but ; simply whether it was to be peace or ': war, the nation being bound iu the i matter by its chosen representatives. !
