Complete returns from the 4th Congressional Con-gressional district show Kelley elected by 2,500 majority. In the city wards, the 5th district gives Harmer, Republican, Repub-lican, for Congress, a majority of forty-one. forty-one. Bucks county gives a Democratic majority of at least 'J00, a Republican loss, which will elect Beading, Democrat. Demo-crat. Democratic Rrport. New York, 12. Tho World bays the returns from the elections yesterday in Pennsylvania, Ohio, Indiana und Iowa come in very slow. Those received indicate in-dicate a decided breaking up of the radical party line. It is evident however how-ever that the race is very tight, the only marked difference being in the localities where the new negro vote was brought out. The maj 'rities claimed by the radicals in Ohio is undoubtedly un-doubtedly due to the appearance ol this element at the pofls for the first titne. W'hilo the Democrats hold their own in Onio, they have made handsome hand-some gams in Congressmen in Pennsylvania Penn-sylvania ami Indiana. From close Congressional Con-gressional districts the returns are ton tight to indicate with certainty who are elected. The probabilities are in favor oi Col. It says the returns from Pennsylvania indicate the Republicans have held their own on Congressmen, aud in certain por tions of the State have even done better than could have reasonably bean expected. It records the re-election of Wm. D. Kelley, 4th district, by a handsome majority, in spite of the Republican opposition which he had to encounter. In the 2nd district the in-dicaiiou- are that V. Creely, independent. independ-ent. Repub ican, supported by the IK ui-icratsj ui-icratsj is elected by a small majority, jver Charins O'Neill, the present Republican. Re-publican. The scattering reports received, re-ceived, give hopes of the election of tiarme, Republican, over John R. Reading, the present Democratic member. mem-ber. JohnB. Packer, Republican, is re-elected by a handsome majority, in the 4th district. In the' 16th di-trict the contest was close, and it is feared that Cessna, the present member is defeated by B. F.
