ELECTION Army R3bble Will Probably Elect Garc4 PresidentTrouble Ahead New York Al1g 20The Tribune this morning prints the following The Redline Red-line steamer Philadelphia which was chartered br the New York and Cuba Steamship company to carry a cargo to Santiago de Cuba arrived here yesterday yes-terday Friday She was the first I merchant vessel to leave this port for I Santiago with a cargo after the port was captured On h mr return yest r day she brcght 38 passengers When J she sailed om here she carried 125 passengers J1OStly people who desired to prospect in Cuba I Mr BeadoinBennett who was a passenger pas-senger on the Philadelphia has been In1 Cuba from the time the United States sent its first expedition for the relief of the Cubans from Tampa on May Ii last He was at Esperanzritheseat of the Cuban provisIonal government until un-til lat month when he left the Island in anWpen boat In speaking of affairs at Esperanza he said The Cuban government is delighted with the turn of affairs Although J Al-though it has been in regular comm < I l1iCaUOn with General Gomez it has not heard from Garcia since May last iafcia Is not Dn the best terms with the government Gomez has already rcomeout openly and announced thathe will not permit hlsname to go before the people as a candidate for the presidency pres-idency of the Cuban republic General Garcia em the contrary has let his friends know that he is a candidate for the presidency There will therefore I be two candidates President Iasso and GCneral Garcia General Garcia I will have little chance with the civilians civil-ians but he stands high with the men in the army The Cuban constitution provides that only those persons who are in the army or who have served in the army can vote Therefore a lot of boys 16 years old will be allowed to vote for Garcia whereas men who have not been in the army but who prefer the conservatism of Masse cannot vote for him The next Cuban election will be held just as soon as the seat of government can get into town to conduct an election elec-tion The present Cuban government according to the constitution should be dissolved upon the evacuation of thq island i by the government and a ne election must oe nem to eiect OlIlcers I who will frame a new constitution There is no disguising the fact that there is lots of trouble ahead for the Cuban government and I honestly think that there wjll be many rIots before be-fore tranquility is restored The Cuban Cu-ban government promised to pay the soldiers but as there are no funds from which to pay them it is suggested I sug-gested 9w that the new constitution i make provision for paying them In anS event it looks as though the government gov-ernment of the Cuban republic is to see more stormy times President Masso hopes to move the seat of government gov-ernment to Santiago and afterward to Havana He is confident that the I United States government will as soon I as practicable turn the island over to I the Cubans for selfgovernment ANNEXATION SEiTIMENT f Insurgents May Wage War Against the Americans London Aug 20The Times this I morning publishes a letter from Havana I Ha-vana dated JUly 28 in which the writer says The civil population have arrived at a deliberate opinion in favor of annexation I an-nexation to the United States and probably the army wlll eventually follow fol-low their example however reluctantly I While independence which would signify sig-nify the tyranny of the rebel party would almost certainly be followed by the fiercest of civU wars on the other I hand in the event of annexation the disappointed rebels would probably turn their arms against the Americans and as one of the highest government officials told me he would not be surprised sur-prised to see the Spaniards perhaps the Spanish troops assisting the Americans against the insurgents Declaring that the Cubans give open expression to suspicions of and threats I agaInst the Americans the correspondent correspond-ent expresses the belief that the Americans Amer-icans could easily suppress a rebellion rebel-lion and that therefore annexation which ninetenths of the inhabitants desire because they dread independence independ-ence above all things seems to be the only solution that wlll bring peace to the warwasted land ANDq IN 1tIEilCO Spanish General Is Trying to Beach Havana
