THE BUSINESS OUTLOOK The business outlook is not encouraging encourag-Ing TIng may not be going backward back-ward but they are net moving forward for-ward thev arc in that most unsatisfactory unsatis-factory condition known a a state of stagnation When they will move out of it no one can tell I Is utterly uses use-s to look for any considerable Improvement Im-provement before September the month I in which the fall trade alwnvs begins I and it is not probable that the movement move-ment then will anything more than usual All business development is arrested I ar-rested for the present by the considera ton of the tariff question in congress Even when that is disposed of there Is no prospect of rapid or decided improvement im-provement A entleman who has recently returned I turned frm the east where he has I i been for a month past tells us that I while he paid no special attention to I the condition of business or the prospects pros-pects for its improvement he thought the feeling among the railroads was ayer a-yer fair index and that thev were all feeling very blue a they could dis cern no prospects of any material improvement rovement in business in the near fu tune The gentlemans facilities for mowing what the sentiment among the railroad people wus were exceptional The return of prosperity and the revival vIval and expansion of business are matters of slow growth and legislation can do little to hasten them forward As the physical body does not recover instantly after a long siege of sickness and debility neither does the body pal itic recover immediately after a like siege There will have to be many months of patience before the advent of the month of prosperity
