Show PRISON REFORM Changes Recommended In Handling Criminals Austin Tex Dec 4The National Prison association decided today that it would hold its next annual meetin I in Indianapolis The most important business of the morning session was i the submission of the report from the t committee on criminal law reform i j The report stated that the progress 1 i of crime was something frightful and recommends that it should be most i successfully checked by the following i changes in the handling of criminals I j I Greater severity of punishment doing i do-ing away with all technicalities in i trials abolishment of juries making I conviction more summary and trial I more speedy depriving defendants of I the right to appeal to a higher court 1 offering rewards for the discovery and conviction of criminals sterilization of defectives both moral and physical I abolishment of poverity removing or restricting the power to pardon prohibiting pro-hibiting the use of intoxicating liquors reconstruction of the ethical code of lawyers curing inherent defects in the law as distinguished from its enforcement enforce-ment developing a scientific motherhood mother-hood state regulation of marriages I restricted immigration popular education edu-cation and colonization of criminals j the reformation of criminals by the I j I abolition of the definite sentence The i committee states that some of their I suggestions are practically impossible at present but if followed as closely as possible the morals of the country I would be greatly improved and crime would be correspondingly decreased |
