Show nOJIEROt TALKS herd la Not the SlIghtest Weed of Arbitration i Washington March 20Senor Romero Ro-mero the Mexican minister today said Regarding the GuatemalanMexican dispute Mexico and Guatemala agree that the boundary treaty of 1882 Is binding on both countries and there is therefore there-fore no need of any new convention as has been suggested Ii 3 rt Guatemala I Guate-mala has not even intiinated the convenience t con-venience of any such step The treaty of 18S2 provided for placing the monuments I monu-ments to mark the boundary line and I there is no need of any new convention conven-tion < > r the organizing of a new commission t com-mission for that purpose Both governments gov-ernments have signed a convention extending ex-tending for two years the time in which the whole work of marking the line with proper monuments will be accomplished The Mexican senate ratified that convention but the Guatemalan congress failed to do son so-n is expected however that it will be ratified in its next session which opens soon As a matter of fact the survey of the wholo line has been finished and there is not any disagreement about it between the respective engineers but the Guatemalan chief engineer has refused re-fused to sign some of the minutes and charts of the survey and the monuments i monu-ments in such portions of the line have to be placed by both commissioners after the pending convention has been ratified by Guatemala I There is no difference of opinion between be-tween the two governments about the construction of the boundary treaty in go far as the boundary line Is concerned con-cerned and therefore no need of an arbitration for that purpose The pending Question between Mexico and Guatemala is a very plain one Each country claimsthat under the de facto line existing before the treaty of 18S2 she was in ossession of the disputed territory and both agree that it belongs to Mexico under the line marked under the treaty Asa As-a treaty line is paramount Mexico considers the action of Guatemala in sending an armed force to destroy the Jog camps established there by Mexicans Mexi-cans vho were cutting wood under grants of the Mexican government seize the logs and arrest the men as an unwarranted invasion of her territory ter-ritory and has asked Guatemala to apologize for it and to pay an indemnity in-demnity to the victims of the outrage If Guatemala wishes towscttle the question it is for her to make amends for her conduct Mexico will not ask an unreasonable indemnity Senor Romero said he was sure that bin government would not be willing to submit to arbitration the amount to be paid for damages that he could not see how Mexico could recede from her demands for apology As for the actions ac-tions of the Mexican congress on the Question Senor Romero said that it would not become him to anticipate it p and he thought neither his country nor his government desire a war as they are fully conscious of Us dan ier drawbacks and disadvantages and ger therefore he hoped that the negotiations it nego-tiations which are now conducted in hV City of Mexico would end In a the friendly settlement of tbe ttifflculties and that he had heard nothing re ently which would induce him to believe I dan there was now any greater have rupture than there had been cer of a from the beginning I Siter had counted seven and Tracy showed no sign of rising Siter was called to one side of the ring and by the time he was ready to resume count the gong sounded and Tracy was saved Ryan knocked him down three times in the fifth and the referee might have counted fifteen before Tracy was on his feet the last time but he did not count at all and when Tracy was helped to his feet No decision was anounced The men came Into the ring at 1030 The first round was chiefly sparring Tracy got in three light ones on Ryan body and received a hot one in the ribs In return The second round was all Ryans he I hitting Tracy repeaTedly on the head and only receiving one on the body The third opened hot and after several sever-al exchanges Tracy knocked Ryan to his knees with a right hand on the chin Ryan was up In an instant and had thE best of the round after that |
