Show ENGLAND MUST CHOOSEr r Canada Is Reported to Have Sent An Ultimatum t CANNOT REMAIN NEUTRAL ASKED TO TAKE SIDES ON TH BOUNDARY QUESTION 4 Must Decide Which She Will Favor the United States or Her North American Dominion New Phase Has Been Placed OnControversy Denied at London New York June 19A special to the Journal and Advertiser froni AVashing ton says Canada has served notice on England that she must choose between the United States and the North American dominion in the settlement of the Alaska l Alas-ka boundary question I is stated on the highest authority that this statement state-ment represents accurately the conditions condi-tions submitted to England which has delayed the negotiations between Ambassador Am-bassador Choate and Lord Salisbury in the provisional line of the modus vi vendi The position of Canada is known here officially The official to whom it is known feels authorized in saying that there are only two ways out of the difficulty dif-ficulty first that Canada will voluntarily voluntar-ily recede from her demands for a Pacific Pa-cific tidewater port or second that the United States shall surrender the principal laid down by Secretary Hay in his tentative boundary line that Americans will not grant temporarily or otherwise any port facilities to the Canadians That Canada will yield is considered by the statedepartment officials offi-cials who have discussed the new and < acute phases of the situation as improbable im-probable I is asserted on authority that England Eng-land has been forced to yield to Canada and that the United States and England are wider apart today in the contro versy than since the adjournment of the high joint commission There is also official warrant for the statement that Lord Salisbury and Mr Chamberlain secretary of state foe the colonies had until the close of the week expressed to Mr Choate in good faith the conviction convic-tion that an agreement would I be reached reach-ed State department officials are therefore there-fore not disposed to criticise England in the premises but on the contrary admit that Canadas practical and dangerous dan-gerous ultimatum to the mother country coun-try is ample justification for Englands inability to proceed with the negotiations negotia-tions The present negotiations in the light of the present news is the conflict which the provisional boundary line was intended to prevent may be precipitated pre-cipitated at any moment and the I greater the show of probability when it becomes known that England has decided Canada to stand irrevocably behind |
