fSTl MM A MINIST ROSSEAU NOW F ITO FORM A II CABINET Desperate Position In Which resident resi-dent Loubet Is Placed EveryOne Every-One Declines to ccept Portfolios Paris June 19It was announced this afternoon that Senator AAaldeckRos seau had declined the task of forming a new cabinet The failure of M AAaldeckRosseau is due it is said to the refusal ofCamille Krantz to accept the portfolio of public pub-lic works which he considers inferior to the portfolio of war held by him in the retiring cabinet But for this the AValdockRosseau slate was complete MM Poincare and Guillaine made their acceptance of office dependent upon up-on the inclusion of M Krantz The latter besides refusing the portfolio of public works pressed his disapproval of certain measures which 1 AValdeck Roseau proposed to take against the generals and colonels who recently inspired in-spired a newspaper propaganda in favor fa-vor of the army After formal consultations tomorrow It is expected that M Loubet will again summon jr Poincare The failure of 1 AValdeckRosseau make the situation exceedingly difficult diffi-cult Both M CasimirPerier and General Gen-eral Brugere declined to enter the cabinet ca-binet I is quite uncertain whom M Loubet will now summon Possibly he may call upon 11 Sarrien or Paul De schanel president of the chamber of deputies
