Show ARMY BILL KILL PASS Compromise Arranged Between Republicans Re-publicans and I Democrats + WKINLEY WILL 4 ACCEPT IT ARMY TO BE BEDTJCED ON THIRD I 1901 4 Bill Provides For a Force of 100000 of Whom 35OOO Will Be Known As the Provisional Army Essential Essen-tial Features the Hull Bill Are Retained ete f Washington Feb 23The adminis ration and its representatives in congress con-gress have reached an agreement with the minority In congress respecting the army reorganization bill which it is believed will be satisfactory to all interests in-terests The compromise is based on an army of 100000 men of whom 35000 will be known as the provisional army and will be enlisted to serve until 1301 Arrangements are made for a full staff corps a in the Hull bill and generally gener-ally speaking it is said that the arrangement ar-rangement effected saves the features of that measure which are regarded a most essential while meeting in a large measure the objection of the minority based on a fear that the regular en istment was t be permanently increased in-creased crease The president this morning had a conference with Senators Allison Hawley Haw-ley Platt of Connecticut Hanna Spooner and Carter on the compromise I is believed that the agreement reached removes nearly all danger of an extra session A Democratic senator who has been prominent in arranging the compro mise on the army bill said this afternoon after-noon that the compromise was practically prac-tically arranged We give the administration all the men and all the money they want he said and only insist upon a limitation as to time He added that the limitation limita-tion for the entire increase was the 1st of July 1901 and said he had no doubt the Republicans would accept |
