Hines has appointed without the approval of the council one Harvey Hardy to the position posi-tion of inspector paving between the city street railroad tracks Be it resolved that said Superintendent Hines is hereby instructed to dispense with the services of said Hardy immediately Moran contended that Hines and the street committee should pay the inspector inspec-tor themselves as he had been
