To the Honorable Mayor and Members of the City Council GENTLEMEN In the issue of the Tribune of the COth inst is published an ar ticle The Work on the Streets a copy of which I hereto attach Inasmuch In-asmuch as the said article appears from one of your own members and to the citizens must be considered as official and further since the said publication is a direct charge against my integ rity and a gross accusation as to my qualification qualifica-tion for the discharge of the the office to which you have appointed me and as it also contains other matter insinuatory ot my reputation as a citizen I must respectfully ask that you cause I these charges to be investigated and all my acts and accounts since I entered upon the of 1 fice of supervisor of streets be examined g the minutest detail and I most emphatically deny any and all oi the charges as they appear be fore tho public I have the honor to be very respectfully SAMUEL PAUL Supervisor of Streets Councilman Pembroke stated that there was nothing official about the communication communi-cation of which he was the author nor was thero any charge of dishonesty in it But he added in Patrick Henry style when I cannot express my individual opinion and express it in my own way I dont want to live a day longer I move that the matter be referred to a committee to investigate and I want to be cited to appear before that committee The motion to refer to a committee was carried A RIGHTEOUS KICK A monster protest against the sy stem of street sprinkling recently adopted was read and referred to the recorder and assessor to ascertain what amount of property was represented by the petitioners The document docu-ment had been circulated but four days and there were 658 signatures attached to it representing 67SIU feet frontage The petition pe-tition and a portion of the signatures is as follows To His Honor the Mayor and Members of the C City Council Salt Lake City Your petitioners respectfully represent that they do hereby protest against and object to the carrying out of the intention of your honorable honor-able body to sprinkle the streets constituting sprinkling district No I Salt Lake city pub lished by order of the city council made March 2 4 1191 And we suggest that the assessment for sprinkling the streets be graded according to tliebenentsio be derived therefrom either by values of properties so ARMSTRONGS LAND T C Armstrong sr represented that be owned a piece of land on the south side of South Temple street abutting on the reservation Tho military authorities had notified him that he was encroaching on the reservation but according to the report of the city engineer the western boundary of the reservation was eleven and eighttenths feet east of tho line now established The petitioner asked that such action be taken as would protect him in his rights SOW THEY WILL BUILD The Salt Lake City Railroad company asked for a franchise for an electric street railway on Fourth East street from Tenth South to Roper streets Granted BAD STREET C A Carlquist called attention to the bad condition of Fourth West street between be-tween Sixth and Seventh South Committee I Com-mittee on streets REMOVE THE POSTS The Salt LaKe City Railroad company asked that the lamp posts on South Temple street east of Main be removed Committee Com-mittee on streets on MAMA H W Lawrence and others asked that Samuel Carlisle be appointed supervisor of pavings and sidewalk Referred to the board of public works A PRIVATE PIIE The BurtonGardner company asked permission per-mission to lay a 2inch pipe from the water main to their yards on Eighth South at their own expense Committee on waterworks water-works THE RAILWAY WANTS THE EARTH A communication from E A Welby of the Rio GrandeJWestern was read Mr stated that his Welby company would comply com-ply at once with the order of the council requiring it to plank certain street cross ings He requested that Sixth West between be-tween Second and Fourth South streets be ranted to the company and tho company would deed to the city a street through the centre of the block adjoining Sixth West street on the west for the same distance This would bring the railway yard together and would be safer and more convenient to both tho company and the public Mr Welby also asked permission to put tracks on the east half of Sixth West street and a track on the west from Second to Eighth South He suggested that a committee be appointed to meet with him and discuss these matters The matter was referred to a special committee HAS SET HIS STAKES The city engineer reported that he had set stakes on Seventh West street in accordance ac-cordance with the petition of the Rio Grande Western Adopted The same officer reported that he had ar ranged for rightofway for the Parleys ca on conduit through a portion of section 22 township 1 south range 1 east for 5400 Approved The same officer recommended that the map and profile of tho switch from the Union Pacific track tolot5 block SO plat a be approved Adopted A CROOKED PATH Recorder Jack reported that owing to the irregularity of Oak and Plum streets it was almost impossible to make Auditor Hoag was read received and filed To the Honorable Mayor and Members of the City Council Gentlemen answer to a request regarding the license department ot tho city I beg to represent re-present that I am familiar with all of the worn I connected with the issuing of licenses and col lectlnir money In payment therefor and I be lie ve that it has been attended to in a more thorough and systematic manner in the last few months than everbefore fepa I have a list ot 163 firms who had formerly paid city license but were delinquent nil they wa the-y from one to four months at the time the change was made from the recorders to the treasurers office and also a list of 103 firms who had never taken out a license at all and were doing business in violation of the city or nance These were all looked up and made to pay In less than thirty days from the date of the change and since then new firms have been carefully watched and licenses collected from them as soon as they began business The revenue has thus been increased full 30 per cent As the work is now divided it is almost impossible for mistakes to occur inasmuch as each department depart-ment checks the other and I do not see how the present system can be improved in any way A resolution introduced at the last session of the council states that 1he salary of the deputy treasurer is 8125 per month This is wrong as SIC a month is all lio has ever rcecelved per month from the city The treasurer has been paying him 525 a month out of his own pocket as the work performed 13 fully worth it I TUE PLATS TILED Recorder Jack reported that the assessor had filed the plats and lists for tho assessment assess-ment of property for the constructions of sidewalks in districts 11 2 5 7 and 8 Adopted FROM TUE COMMITTEE ON STREETS The committee on streets made the fol lowing recommendations that the permanent per-manent grade on First South street between be-tween Fifth and Ninth East as reported by the engineer be approved that the petition of Spencer Clawson and others asking that the name of First East street be changed to State street be granted that the petition of J C Conklin and others asking that South Temple street east of Sixth East bo repaired be granted that the petition of J K Gillespio and others asking that First North street be repaired bo granted Adopted THEY COMPROMISE A CLAIM The committee on claims to whom was referred the claim of N S Larsen for 1500 damages for injuries sustained through falling into a tronch in front of his premises on South Temple street on June titb 1S90 recommended that tho claim be compromised for SGOO Councilman Hall objected to this and wanted action deferred for a week Councilman James stated that the committee com-mittee and the city attorney had heard all the evidence in the case and thought the wisest thing to do would be to compromise The report was adopted and the amount appropriated FROM THE LICENSE COMMITTEE The committee on license made the following fol-lowing recommendations That Thomas I Borlace and Levy Kaleskey be granted retail liquor licenses that the following rebates re-bates be allowed brokers on their licenses A T Wyatt S3 L Walters 916 Fred I Green 1375 that the petition of the Denver Den-ver Rio Grande express company for a rebate of S100 on license be allowed the amount having been unlawfully collected Adopted FROM THE TRADES UNIONS The following resolutions adopted by the trades unions of this city on April 17 were submitted and reported to the city attorney attor-ney neyWhereas Whereas We deem it necessary for the promotion pro-motion of the laboring classes that an eight hour work day should be inaurzurated and Whereas A a number of contracts are being let from time to time to construct buildings sewers do public printing etc therefore be it Resolved That we petition the mayor and members of the common council to enact and enforce a law making eight hours to constitute a legal work day on all work to be done for the cityBe Be it further resolved That we urge upon our city fathers to give union men preference where sepyg i skilled labor is employed Resolved That we petition our common council coun-cil when about to let a contract that union labor shall be employed Resolved That a copy of these resolutions bent b-ent to the next meeting of the aforesaid body TilE RAILWAY FRANCHISE The resolution granting a franchise to the Salt Lake City Street Railroad company com-pany for a single or double track road on the following streets was taken up Commencing at tho intersection of First South street and Eighth West streets thence south along Eighth West to the Intersection of Second bouth Also commencing com-mencing at the intersection of Fourth East street and Ninth South thence south on Fourth East to Roper street After being read twice action was deferred de-ferred for one week TWO MOTIONS GOOn GO-On motion of Councilman Pembroke the recorder was instructed notify the Rio Grande Western that it must proceed to grade the streets in the vicinity of its depot in accordance with the original agreement Councilman Pembroke then moved that the engineer be instructed to furnish the council with the number and location of all pieces of property in the district which had not yet been connected with the sewerage system Carried ASSESSMENT FOR SIDEWALKS Councilman Cohn introduced ordinances providing for the assessment for construct ing sidewalks in several districts They were referred to the city attorney and it was decided to hold a
