OCR Text REVENUE FROnC WATER RATES That was a proper resolution introduced intro-duced in the city council by Mr Hardy Har-dy that the water tax roll shall be totaled up and the amount of revenue reve-nue to be derived from that source be reported to the Council The increase this year when all the corrections have been made will be very great over that of former years In addition to the clearly improper assessing of places where no water is used the changes which have perhaps been legally le-gally made arc greatly in excess of anything the walerusers have had to pay before In saying this we design to find no fault wjth the superintendent of waterworks water-works or his department We merely state a fact that nearly every water user in the city ig aware of There may have been neglect in former rears Or the PrevIous assessors may not have understoodr construed the law as the present officer understands it But it is undeniable ihat the charges this year are away above those of former years and are an astonishment as-tonishment and a burden to the taxpayers tax-payers The amount of the total revenue from that source should therefore be known to the city council l that the matter may be < justly regulated The inhabitants of this city own the water or the right to its reasonable use The city council holds power ias the agent of the owners to regulate its distribu tion All expenses incurred for that purpose may be met put of the revenue reve-nue arising from the water rates But no more than what is needful for that purpose can be legally exacted from the waterrate payers We hope this matter will be kept in view by the mover of the resolution and others who are interested in a just distribution of the public burdens If the water rates collected in former years have furnished sufficient ree nue to pay the expenses of the waterworks water-Works department then there js a big excess this year and the rates should be cut or a different rendering given to the ordinance as it stands The Herald will keep its water eye open to watch this matter for the benefit of the public I
