| Show celiIE THE MODUS AIATEXDI Important Cablegram in Auxiounlj Aviaitcd Washington March 27A cablegram from the British foreign office is anxiously awaited by the state department depart-ment giving the assent of her ma jestys government to a reestablishment reestablish-ment of the modus vivendi governing Bering sea matters The cablegram was looked for up to midnight last night and the failure to receive it can 1 be accounted for only on the supposition supposi-tion that the English Easter holidays cover Monday which is a bank and government holiday The cablegram is regarded as most important not only as determining the rules for the sealing season about to open but as showing Great Britains willingness to carry out the spirit of I the court of arbitration I has become be-come evident the arbitration courts decree could not be enacted into law by Congress and by parliament in time to control the sealing season opening open-ing about thirty days hence The state department has felt i to be imperative that a temporary arrangement arrange-ment be made with Great Britain which sh9uld exist when the courts decision could be made effective bylaw by-law With this in view the British government has been asked to agree that the old modus vivendi should be enforced until the new laws are passed by Congress and parliament I is the answer to this proposition which is now awaited |
