reservoir and mill sates in the canyon of the Big Cottonwood Cot-tonwood This company accepted a franchise from the city which contains the provision < that in tine event of its furnishing arc lighting < to the jity the price shall not be more than 510 per light per month or 250 less han the amount the Salt Lake and Ogden Gas and Electric Light Co is securing It is therefore a foregone conclusion that should tihe company enter the competition com-petition its bid would of necessity be less than tie amount sent out in the franchise You can say for the Big Cottonwood Cotton-wood Power company that wihf > n the committee wfrkfa has i hand the OMeara resolution cabling for bids for stet lighting makes a favorable report re-port or trne cour il adopts the resolution resolu-tion or some similar measure and the bids are requested one will be immediately I immedi-ately forthcoming from il We are I now in a position to bid on tie lighting and guarantee all night service for I considerable less than 10 per light The present moonlight schedule has ben abandoned in all other cities of the United States except PJiila elpihia and Ogden I is extremely unsatis factory and should be done away with here The Big Cottonwood Po rer company can at once supply this city with as many or more arc ligTnts than i now has We have the power ready generated and the work of harnessing I tat power is rapidly nearing completion I comple-tion Our 480foot tunnel through the point of the mountain above the stairs will be completed within the next ten days Through this tunnel the bteel pipe line from our reservoir above is to be conducted and thereby the company com-pany wU secure a fall of 360 feet The turbines are t be located in the power house 1400 feet from tihe face of the tunnel and to them the water is conducted con-ducted through the steel pipe line This is not an enterprise on paper but one whose practicability Jias been tsted and one in which are some of the best business people of the city From the power house at the old granite paper mills site the electric currents can be conducted to this city and distributed through a system of lighting which we can put in long before be-fore the contract with the present company com-pany expires The loss of electricity would be comparatively nothing The committee In whose hands the I resolution now is has successfully pigeonhole the measure but it is understood un-derstood that an effort will be made to dislodge the paper and call it up for consideration in the council i Must Fix the Tax Kate About the first thing the council will now have to consider is the fixing of the rate of taxation for the year 1894 land r i the indications are that it will I j be considerably increased over that in i force last year On a valuation of 43 000000 and with a rate of 5 mills the city last year realized in taxes the sum ot 215000 With the same rate sun year but 5182000 would be collected f i the city and of this amount 120000 will be necessary for interest alone By the end of the present year and probably long before at the rate of expenditure just now in fashion with Ithe council the entire proceeds of the recent bond sale will have been eaten away and the city treasury will be as bare as the cupboard of Mother Hub bard There seems to be no other war out of the serious complication than the increase of the rate of taxation unless expenditures can be so curtailed as to enable the treasurer to commence the new year with a goodly balance Already Al-ready the council has in contemplation sufficient improvements to consume every ev-ery dollar of the money now on hand within the next few months In the opinion of the conservatives it is time to look well before the leap is taken Preparing Financial Statements Auditor Raybould and his assistant are busy getting out the semiannual and monthly financial reports of the city These renortn will make 2rreit showings of receipts and disbursements both being due to the sale of the S800 000 bond issue Had they been made I out yesterday they would have shown that there are still outstanding it time checks and warrants about 20000 which despite the many calls which have been made have not yet been for Much of presented payment this i outstanding paper is held by people who have put it in banks and gone out of the city They probably are not aware of the presence in the treasury of so much money or else they consider I con-sider the depository about as safe as any other place Endeavoring to Cause a Strike The Labor trust has adopted new methods in the effort to secure higher wages for the men employed on the wae I gravity sewer and delegations of the members are endeavoring to work up a sentiment in favor of a strike As yet they have been unsuccessful and the indications are that then will indicatons will i drance of the completion of the sewer as far a workmen are concerned At he noon hour yesterday a delegation delega-tion from the workinmens organizations organiza-tions which have arrayed themselves against the wages paid by the contract orsvisited the work and held consultations consul-tations with the men employed there The argument was used that the wages were not what they should be and the contractors were in duty bound to pay 32 per day having been placed upon the former foundation by the council To the contractors the claim was made that the major portion of the force was made up of foreigners and not residents resi-dents of Salt Lake city This was denied de-nied by the contractors and the men were called upon ItO substantiate their assertions There was no proof at hand Six men were induced t drop their tools and demand their pay The vacant va-cant places were filled within a very few minutes and the strikers had lost their employment for good President Doremus of the board of public works was on the grouncj and the agitators appealed to him They were advised t collect the proof of the statements regarding the employnlont of outside people and submit the same to the board which Jfr Doremus stated was ready to enforce the provision in the contract relative to employment of laborers The fifiitlemAn cautioned the men against making any disturbance and the talk had a good effect The contractors stated last night that they are paying from 175 upwards but must work the men ten hours daily in ord r to get through with the contract on time They have no desire de-sire to squeeze the workihgmen but are determined to do the regulating of the wages and hours The third gang of ipartment and created one of police and fire departments The first meeting of the new committee was held yesterday i i morning Commissioner Jennings of the board was present by invitation and a short consultation was held i j There is now in lube hands of the ccm Imittee a resolution adopted by the I council favoring some reductions the fire department and this was one of the matters discussed day with the assessor and collector of water rates and the money for delinquent water taxes flowed in a steady stream to tine coffers of the department The work of shutting shut-ting off delinquents began with the early morning hours and will continue until the end of the month when all water takers must have paid or teen shut off I To Penetrate Iron Shutters Ever since iron shutters and doors have been used upon warehouses factories fac-tories and other buildings to protect I I I their valuable contents against damage dam-age and destruction by fire the problem prob-lem of effectively and immediately reaching a fire behind those shutters and doors has baffled the fire departments depart-ments and at the present time they have nothing more effective than axes and bars or to wait for the
