Show STEVENS IS SCORED The House Condemns His Actions at Hawaii Washington Feb 7By a vote of 175 to 57 the House today adopted the resolution condemning Minister Stevens and sustaining the Hawaiian policy of Cleveland The Republicans filibustered against it to the end Upon the first vote the resolution was carried 174 to 3and an interesting Interest-ing parliamentary question was raised as to whether 177 instead of 179 was not a quorum Four seats being vacant on account of deaths the speaker held that a majority ma-jority of the members chosen and living liv-ing constituted a quorum quoting in support of his position a review of the subject made by the exspeaker of the Fiftyfirst Congress His position however was warmly assailed by some Democratic members and it was finally agreed to take the vote over again so the ruling was eventually withdrawn Boutelles resolution was defeated by a strict party vote After the voting upon the resolution had been completed Bland made an attempt to getup the bill for the coinage coin-age of the silver seigniorage The eastern Democrats led by Tra cey and Cockran inaugurated a filibuster fili-buster in which they were joined by a majority of the Republicans although al-though a few of the latter indicated by their votes that they favored the consideration of the bU and for four hours Bland and the remainder of the Democrats were held at bay Finding it impossible to secure a quorum to proceed with the consideration considera-tion of the bill ard that the House I migh be deadlocked indefinitely up Ion I-on the proposition Bland directed his efforts towards securing the adoption of a resolution to revoke all leaves of absence and to instinct the Sergeant atarms to arrest absentees After a persistent struggle which lasted till 7 oclock Bland was successful success-ful and the resolution was passed In order to make it still more effective the order was made a continuing one until vacated by the House Immediately on the announcement of the vote on the passage of the Mc Creary resolution Bland called up the bill directing the secretary of the treasury to coin the silver seigniorage and moved that the House go into committee of the whole for its consid eration Tracey Democrat of New York raised the question of consideration Springer made the point of order that the question was a contradiction and could not be raised The speaker sustained the point explaining that the opposition to considering con-sidering the bill would be subserved by voting against a motion to go into committee of the whole The motion to go into committee of the whole was lost for lack of a quorum 160 to 7 Some eastern Democrats joined the great bulk of Republicans and refused to vote On motion of Bland a call of the House was ordered The call developed the presence of 245 members Proceedings under the call were dispensed dis-pensed with and Coombs Democrat of New York moved to adjourn This being defeated without division the vote recurred on Elands motion to moton go int9 committee of the whole I resulted re-sulted 154 to 4 Still no quorum Coombs moved to adjourn Carried on a rising vote 104 to 19 Bland was however resolved to continue con-tinue the fight and demanded the ayes and nays The House refused to adjourn87 to 137 Bland then moved a call of the House Carried Tracey demanded the yeas and nays The call was ordered127 to 63 Wise Democrat of Virginia moved to adjourn and another rot call followed fol-lowed Roll call followed roll call in quick succession each succeeding call developing the fact that members were slipping away but at last Bland was successful in passing the resolution revOking re-voking all leaves of absence and instructing in-structing the sergeantatarms to take into custody the absent members and bring them to the bar of the House In order to make the resolution more ef fective It was made a continuing order until vacated by the House At 7 oclock the House adjourned |
