Show A FUGITiVE FOR S THIRTN YEtR f Captain Howgate Finally A rested for Embezzlement Embezzle-ment STORY OF HIS t I ESCAPE REVIVED FOUND DEALING IN SECONDHAND BOOKS IN NEW YORK Surrendered Without Any Trouble Waived Examination and Went Back to Washington Chicagos Raid on the Gambling Houses tie Gnlblng lonses Further Details of the Dance of Death Other Crimes and Criminals Crimin-als New York Sept 27 Captain Henry Howgate formerly chief of the weather bureau at Washington was arrested in this city today on charges of forgery and embezzlement committed in 1878 and 1879 The arrest Is the result of a search which has occupied the attention of the United States secret service over 13 years After having searched nearly the whole country for Howgate exSheriff Drummond received information that the fugitive was a dealer ii old books and pamphlets in this city Every book store was visited oy detectives without success Finally an officer I was detailed to watch the auction sales for Howgate About two weeks ago it was suspected that the fugitive was keeping an old book store in the i basement of No 81 Fourth avenue under un-der the name of Harvey Williams I Not being sure of the mans identity ty the authorities in Washington were I asked to send a man to this city who I was acquainted with Howgate A I clerk in the war department who had been formerly associated with How gate in the weather bureau vas sent I here He met Howgate but at first was uncertain about his identity as the latter had changed considerably in I thirteen years After engaging him In conversation the clerk at length became be-came convinced that the man was I Howgate and a warrant for his arrest ar-rest was procured from Commissioner I Alexander Mr Drummond served the warrant today in person He met Howgate coming out of a store at Fourth avenue ave-nue and Tenth street and said How rare you Captain Howgate The latter lat-ter started a little but quickly regaining re-gaining his composure asked Mr Drummond what he wanted The detective de-tective told him He answered All tectve the jig is up I am Japtain Howgate On being arraigned before Commissioner Commis-sioner Alexander this afternoon How gate said he would waive examination without and go back to Washington wih trouble He was not in a position he said to furnish bail which was fixed by the commissioner at 10000 There are seven Indictments pending I against Howgate |
