| Show HARMS HEART L Set Upon the Passage of the Federal Election Bill CONGRESS WILL BE CONVENED In Extra Session for this Purpose The Republican Re-publican Programme The Suuineness and I Submissiveness of Democratic Senators Special to THE HERALD Examiner Dispatch NEW YOPK Aug 23A Herald Washing ten special says The sincerity of President Presi-dent Harrison and his anxiety to have the federal election bill passed by Congress will be shown it is said immediately on the adjournment of the present session of Congress by issuing n proclamation convening con-vening Congress to assemble in extra session ses-sion on the 10th of November immediately after Congress adjourns The regular session beams this year on Monday Dereoiberl so that but twenty days would bo gained by such a course TLroe weeks itis understood is all the time necessary for an exhaustive debate on tho proposed change of rules in theSe the-Se nt as writ as on the meiits of tho proposed pro-posed legislative action in that body in framing national election laws Thero is anotner reason however for thoproposed extra session While it will not begin until after the Congressional elections its purposes and proclamation conveying Congress would be known a month or more before election It is the only way pointed out by the Republican leaders in tho Senate and by the members of tho national Republican committee to keep faith with the party Not to take advantage of the month of November but to leave the fate of the force bill to the regular session of Congress is to openly confess that Senator Quay with his Democratic Demo-cratic allies has been able to subvert the will of the Republican party His conferees con-ferees on tho national committee are dead opposed to allowing the Democratic leaders to claim any such advantage The days of unlimited debate as a means of obstruction in the Senate are numbered I the fall election should show a reverse in the politics of the next House the Presidents Pres-idents friends say that will be a stronger reason why while this House is Republican Repub-lican and while both the House and Senate and President are in political accord it behooves the Republican party to get upon the statute book as many laws of a national character a can possibly be enacted Such legislation could only be repealed when the Democracy have the President and a majority ma-jority in the House and Senate and that the Republicans say will be a very long way off I is not expected this session will adjourn before the latter part of September Sep-tember perhaps not until the 1st of October Octo-ber But the above is the programme as outlined to me by one who knows what the plan is Now that the Democratic Senators have agreed to let tno tariff bill be disposed of and the election bill be taken up at the next session the aim of the election bill advocates is to make the next session along a-long as its possible as it cannot be lengthened aCter March 4 = So the only thingto do is t prefix a month President Harrison is so ardent an advocate ad-vocate of the success of the force bill that I is understood that he is ready to do everything in his power to promote the work of the party This is the programme anyhow and it remains to be seen whether the Democratic Senators will meekly ands and-s accept the yoke they have taken upon themselves by their acceptance I of Senator Quays leadership I |
