| Show BROKEN BHOHISES I If the Liberal city council has kept one I of its anteelection promises the people have not discovered which one About a year ago th e party was decidedly lavish with promises and it continued in that lavishness lav-ishness up to the day of election < < It promised prom-ised economy in the government and kept its word by more than doubling the salary list before the party had been in power a month It not only increased the pay of existing offices but created many new offices of-fices with which to reward men who had been active in the campaign THE HERALD asserted that the election of the Liberal candidates would be followed by a great increase in taxation and for saying this this paper was bitterly assailed by Liberal organs and strikers and tho promise was made that the taxes would not De made burdensome How well this promise was kept everybody who owns property is fully advised The assessment roll was multiplied by four on an average the taxes being increased about three hundred and fifty per cent Propertyowners were stricken with consternation Sevent five per cent of them openly protested against the extortion and requested that the rate or the valuation bo reduced The remaining remain-ing 2o per cent would have protested if they had bad the faintest idea that their protest would have been heeded They seemed to know the counttil and the party and therefore saved themselves the trouble of asking justice Today here are hundreds of poor men most of them mechanics and laborers who are borrowing money with which to satisfy sat-isfy the collector at the end of this month The Liberals promised that there should be improvements and not one has been made Many thousands of dollars have Been appropriated to the street account and the streets all summer long have been rough rutty and rocky and are now at the commencement of winter in such a deplorable de-plorable condition that teamsters stand aghast when they think of the next few months of mud and mire For years the Liberals have found fault with the roads and now that thoy claim to have expended on them ten dollars for every one which the previous administrations have felt justified in expending in a similar period the streets are worse than ever before since this was a I cityOne One of the promises most frequently made and boasted about most was that guarantee of free water The monthly appropriations to the waterworks account are astounding to those who bear in mind the economic and conservative administrations ad-ministrations of the past But the water has not been increased a drop No stream has been purchased no spring has been obtained ob-tained Instead of the water being made free the rate has been increased to consumers consum-ers the waterworks being made a source of considerable revenue to the corporation The free water promise like all the others oth-ers was made to be broken for the party knew it could not be kept and like all the others it has been broken The promise that was put forth to influence influ-ence the vote of the laboring class was that of Salt Lake work for Salt Lake workmen It has been made good by discriminating dis-criminating against Salt Lake workmen and in lavor of strangers It was promised that public work and supplies should be by contract This has never been done Favorites havo been employed without regard to the cost and material has been purchased from others than the lowest bidders At tho last meeting of the council the proposition to carry out the Liberal promise in regard to letting contracts to the lowest bidders was unblushingly voted down The inauguration of the Liberal council which was to have been ono of progress and improvement was at once followed by the stoppage of work on the public building which the old council had ordered erected and to pay for which it left the money in the treasury It has many times been hinted that the discontinuance of work on this structure was due to the fact that the building was not located in the vicinity of the real property of a certain clique which is influential in the Liberal party Then I it has been intimated that tho work has not gone on because tho plans were drawn by an architect not in sympathy with the Liberal organization Whatever the reason for the delay nothing has been done the money has been spent the treasury is empty a considerable deficit exists and the immense excavation atthe corner of First South and First East streets stands as a monument to broken Liberal promises The going ahead with thatbuilding have encouraged others to invest and been the incentive to the expenditure of thousands thou-sands of dollars for improvement in the vicinity of the public structure All the Liberal promises made previous to the election may be recounted und it will be found that nolj ono of them has been kept There have been bad faith and default de-fault as to every one c There have how it Idi IIiL 4 > > ever been
