Show A QUESTION OF COPYRIGHT A North American Rei lewArticle Is Published Entire in the ntre Congressional Record Special to THE HERALD Examiner Dispatch NEW YOUK July 13A special to the Evening Post from Washington says tIn the Congressional Record of Fridays date appeared a speech by Mr Enloe of Tennessee Ten-nessee delivered on the floor of the House the day before in which was incorporated a copy entire of an anonymous article from the Forth American Review for July the article ar-ticle which is supposed to nave been writ wrt ten by or at the instigation of Secretary Blaine criticising severely Speaker Reeds arbitrary measures in the House Like the rest of the matter in the Review it is copyrighted by the publisher In answer to questions from your correspondent regarding re-garding his use of this prctactel matter Mr Enloe said No I did not ask permission permis-sion from the publisher of the Forth American Ameri-can it did not occur tome at the time that it would be the thing to do A good many people are interested in public affairs but not in general literature and will see it in the Record who would not have seen it in the Review Mr Spofford ibrarian of Congress who supperintends the copyright business of the government and is fin expert on the subject sub-ject was asked whether this was a clear cear case of infringement Unquestionably ho answered i permission was not ob tainded from the owner of the copyright Against whom would the owner of the i copyright have to proceed Against the government I should think certainly Congressman Enloe is not liable for he did not print the article he merely delivered its contents as part of his I speech This raises a very curious and interesting interest-ing question |
