| Show ANOTHER CANDIDATE Captain E A Franks out as an Independent for Marshal There is another Richmond in the field Detective E A Franks responding to a call from many of his friends has decided to announce himself as a candidate for tho city marshalship on the independent ticket Mr Franks bases his claims for political patronage on ten years residence in the city during which he has been connected con-nected with the marshals office and in detective work He was also chief of police for several years in New Mexico But the chief claim that Franks lays to tile office is the same that Janney alleges his own peculiar right having done away with the holdups Speaking on the subject of the holdups the doing away with which Janney has assumed as-sumed the credit of Captain Franks says It is generally known that 1 organized a patrol system for that very purpose so as to give the citizens of Salt Lake the protection pro-tection they had vainly sought from the police I leave it to them to decide ho AT effective my system has been and whether Janney or I deserve the credit Should I succeed In being elected I shall certainly seek the aid of the city council to keep up this system of patrol as it has proved even beyond my expectations an almost perfect check on the hobos as well as giving an offset to the internicine warfare that has existed in the police department My idea is not to make the citizens contribute con-tribute as herefore to a special police department de-partment further than this I shall make of the regular police department If I am elected just such a patrol system as l am now running and which I can conscientiously conscien-tiously say has put Janney and his men to the blush if they had time to spare from political wire pulling to blush One of my first orders would be to do away with the ill feeling and disturbances that have existed in the police department under the present regime and which re rulted in such a sad tragedy and to restore that perfect harmony that is necessary to insure the citys conduct and protection |
