Commodore Bainseys Report WASHINGTON Nov 2 Commodore Ramsey chief of the bureau of navigation in his report recommends that vacancies in the lower grades of the pay corps be filled by graduates of the naval academy I is recommended that the number of rear admirals be increased from 6 t 10 lieu leu tenants of the junior grade from 75 to 150 chief engineers of the relative rank of lieutenant and lieutenant junior grade 60 to 120 and 75 with the relative rank of lieutenant and 45 junior lieutenants the number of names to be reduced from 181 to lot Assistant engineers with the relative relatve rank of ensign from 40 to 20 Officers of Ofcers the same rank or relative rankshould receive re-ceive the same pay The statute giving precedence to officers according to length of service should be repealed and all officers al ofcers take precedence according to the date cf their commission
