December 27 The Evening Sar says the Democrats of the House are preparing hemselves for another discussion of the tariff before this Congress expires Clerks of the ways and means committee have been set to work to get up information relating relat-ing to the Senate bill part of which is for the use of Senators in attacking it between January 2d and 21st and part for the House a little later on PREPARATIONS ARE ACTIVE for a determined fight on the bill in the Senate with the limited time for debate de-bate Some Democratic Senatore are sanguine to think they can defeat the bill in the Senate by a square vote This hope is not very generally entertained enter-tained and Democrats in the House expect certainly to debate the bill there No meeting has bten held to consider the policy to be followed except ex-cept that informally Democrats have come to an understanding that when I the bill comes to the House they will have to discuss it THE INAUGURAL Chairman Brittain of the inaugural committee says it is practically determined deter-mined to have no carriages on the occasion oc-casion except those for the incoming President and new VicePresident rand i the joint Congressional committee John Dougherty secretary of the notification noti-fication committee which informed General Harrison and Mr Morton of their nomination has written here that at least one half of the fortyseven members of the committee will be at the inauguration and they would like a place in the line reserved for their carriages Brittain says that on account of the great length of the parade it will be impracticable to allow members of the committee to ride in the procession and also that no place in the line can I be given to persons until about a week before the 4th of March when the marshal mar-shal will make the assignment of positions posi-tions to the various organizations that will be represented COWBOYS Word from Colorado was received that 100 cowboys and a band will take part in the parade They will be dressed in the characteristic style of the plains and will travel under the name of the Harrison and Morton Club of Marching Cowboys BIDS OPENED Bids were opened at the Navy Department Depart-ment for machinery and tools for Mare Island California navy yard under the appropriation of 100000 for the I purpose of fitting the yard for the repair re-pair of slow ships There were forty eight items the principal one being aBet a-Bet of bending rolls for which nails and tool of the works were made The lowest bid was 42090 A DECISION The Secretary of the Interior today rendered a decision in the case of the State of Oregon vs the United States in which is involved about 9080 acres of land in Lakeview Land District com nrisine what is known as swamp and district No5 It appears I from the records that these lands were really high and dry An investigation investi-gation was ordered and Special Agent Shackelford was directed to make a personal per-sonal examination His report shows j that of 90800 acres comprising the list i of No5 over 34000 acres can classed as swamp and that of this latter amount over 20000 acres are situated on hills or steep mountains or sagebrush sage-brush deserts This report was duly verified and a oral hearing ordered in I which the State was represented by council The Secretary reviews in detail the evidence and law applicable to the case and finds that the certification by Secretary Teller was procured by fraud and that had he Teller known the facts in the case as they have been developed this certification would never have been made The Secretary orders the certification set aside and directs the commissioner of the general land office to prepare another list which shall contain the lands shown to be swamp As to the other lands and such lands as are to be found not swamp all are ordered to be restored to the public domain subject to any right attached to them under the laws ANNUAL REPORT W L Trenholm commissioner of the Freedmans Savings and Trust i I Company has made his annual report for the year ending December 3d It shows receipts of the trust to have been 3326 disbursements 3450 leaving a cash balance of 8067 During the year twelve claims were paid amounting to 2007 INDIAN CLAIMS Senator Mitchell has a bill which he intends to propose by request as a substitute for the bill now before the Senate committee on Indian affairs to provide for the adjudication and payment pay-ment of claims arising from Indian depredations de-predations The Court of Claims has given jurisdiction by its provisions to finally adjudicate upon three classes of claims The first For property taken by Indians Second For tile property of Indians under protection of a treaty with the United States taken by white men or Indians Third All offsets and counterclaims to either of the preceed ing classes and all limitations as to time and manner of presentation of claims is waved and none shall be excluded ex-cluded because heretofore presented to the Secretary of the Interior The At torneyGeneral is instructed to appear for the United States and Indians Such CLAIMS AS ARE PENDING at the time of the passage of the act before be-fore Congress or the department shall be sent to the court If the court finds that any State or Territory shall have paid assumed to pay any such claims judgment may be given in favor of said j > v o State or Territory The AttorneyGen eral is authorized to appoint on request of the court three special agents at a salary of 82000 and traveling expenses to prosecute the necessary investigatIons investiga-tions into the claims filed and to administer ad-minister oaths in making their investigations investi-gations All judgments of said court in these claims snail be
