December 9 1SS9 Special telegram to THE HERALDThe terms of onethird of the present United States Senate expire in 1S91 and a number num-ber of thenew Senators will be elected during dur-ing the coming winter Several of those whose states elect next year are in doubt as to whether they will succeed themselves them-selves and the subject is one of the interesting inter-esting ones of Washington gossip The Ohio situation is more talked of than any of the others inasmuch as Senator Paynes successor is sure to be a new man and as THE POLITICAL FCTUnn Or OHIO would seem to depend largely on the man the state sends to the Senate For the t past decade and more Ohio has received but little assistance from its Democratic Senator The party has had to paddle its own canoe and there has been no such close connection between the Democrats of the Buckeye state and Thurman Pendle ton or Payne as has always existed between be-tween the Republicans of Pennsylvania and their Senators Most of the Senators take a great interest in their local elections elec-tions and they assist their state parties with advice and money This Ohio has lacked and this the politicians from that state hope to gain in their new Senator I have during the past week interviewed a number of the most noted Democrats in Washington upon Senator Paynes successor suc-cessor I have talked with Ohio Republicans Republi-cans and the situation seems to bo that Calvin Brice of New York will be the nominee Said Congressman James W Owens the new Democratic member who takes Beriah Wikins place and who comes fresh to Washington from a close association with his party I think Cal Brice will be elected I fed that he has the inside track and that of all the men spoken of he is the best man for the place He would make an able and efficient Senator and if elected I believe that Ohio will be Democratic Demo-cratic for years to come Brice is young active and diplomatic Charles Foster says he is the finest diplomat he ever knew He is an able organizer and as our Senator he would devote himself to helping the state from this end of the line I CONSIDER CAL BRICE Representative Owens went on the ablest Democrat in Ohio He is a broad all around great man I went to school with him and I was his friend there He was a good student and while he was at college at Oxford Ohio in addition to his regular classical studies he always had some outside out-side branch on hand He learned to read French by himself and he showed himself a scholar of more than ordinary ability He has shown his ability in a financial way in the fortune which he has made in the last few years He has made this fortune honestly and all this talk about his using money for his election is untrue I am certain that he would not give a dollar illegitimately His campaign will be managed man-aged by high toned highminded men and it will be lair and open Did not Calvin Brice spend a great deal of money on the last Ohio campaign l I do not know said Mr Owens as to how much he gave to the campaign fund His purse is generally open but none of his money went to electing legislatures in his own interest His influence was felt during dur-ing the campaign and it was his hand that directed it though not illegitimately How about Paynes election I You were present at the time Did you notice any COrruptioni NoI did not replied Mr Owens I was ui Columbus in tne interest of George Pendleton but Pendleton had no organization organiza-tion He had the idea that his national reputation would carry him through and he came out to Ohio feeling much the same as Conkling did when he resigned his sena torship expecting to be returned by New York He allowed the election to go by default I was a member of the legislature when he was elected four years ago At that time he had a splendid organization and his friends were all on hand to help him I ASKED SENATOR SUERSIAN upon his return to Washington what he thought of the Ohio elections He replied that he was not surprised at the loss of the governorship but thathe had not expected a Democratic legislature As to the next Senator he said he had no idea as to who would be elected save that the candidate would be a rich man and that it would be in all likelihood Mr Thomas of Spring field or Mr Cal Brice of Lima Colonel Isaac Hill who is on the inside of the Ohio Democratic ring says that McMahon the excongressman will be elected Senator and that the race will be between him and C W Baker a lively young lawyer of Cincinnati Last week a new candidate appeared on the field in the person of Representative George E Seney of Tiffin Ohio Judge Seney is aman worth perhaps a quarter of a million dollars He has been in the House for several terms and is a member of the present Congress I met him in the Riggs house and asked him whether it was true that he intended to leave Washington in a short time and go to Ohio to canvass for the senatorship He replied It is and I think that I have a fair chance of being be-ing elected If the Senatorial lightning does not strike a millionaire and plays around among us poorer candidates I have as good a chance of being hit by a wild wire as anyone else I would like to move over to the other end of the capitol and I am going go-ing to try to get there I have received many letters and personal requests to run My district is Democratic and I have friends over the northern part of the stateWhat What are the other candidates doing J R Thomas the rich manufacturer of Springfield is making A PERSONAL CANVASS OF THE SITUATION He has been going over the state and visiting visit-ing the members of the legislature and ho tells me that he finds the most of them un pledged and a few have promised to vote for him General Cal Brice is in New York but his canvass is going on in Ohio all the same He has his agents everywhere every-where and they are as busy as bees Ex Congressman McMahon is staying at home writing letters I dont think ho has enough money to spend lavishly on a senatorial sena-torial canvass McLean says he Is not a candidate but I dont know whether ho may come in at the last or not You mean to say judge that you are a bona fide candidate for this nomination You have been known as a friend of Brice and it is thought that you may be presenting present-ing yourself order to hold a certain number num-ber of votes and to throw them to Brice at the proper moment mere is no truth in that said Judge Seney I am a candidate in my own interest in-terest and I hope to be elected I am not going into the canvass with the idea of spending any money illegitimately but I think in the case of a close contest my chances are good Judge A C Thompson the Republican congressman from one of the Ohio river districts says that Calvin Brice has the inside race and Beriah Wilkins who though now one of the proprietors of the Washington Post still keeps up his political politi-cal connection with Ohio positively claims the same thing Wilkins has for two terms been a member of Congress from Ohio He was closely associated with General Brice during the last national campaign cam-paign and he is an enthusiastic friend of his I met Mr Wilkins in the business office of the Washington lust today and asked for an expression of his opinion He repliedansce BRICE WILL WIN ON IllS MERITS J3e will have a majority in the caucus and ii if the Democratic party stand by their party rule he cant be defeated I knot considerable about the situation in Ohio this year General Brice is making a fair open fight for the place He is no using money and will no attempt to buy a vote I was close to General Gen-eral Brice durirng the last national campaign cam-paign and I had the overlooking his correspondence cor-respondence I know him to be a broad highminded patriotic man and I dont believe be-lieve he would do a dishonest thing for his own advancement or that of any one else He has been especially fair as to this Ohio senatorship He declined to announce himself as a candidate until after the election elec-tion and he did everything he could in alit ing the state committee for the success of the state ticket I know that he has done no underhanded wirepulling for the legislature legis-lature and this talk of corruption in Democratic Dem-ocratic politics comes from the Republican papers I cant see why they should make a saint of Charles Foster who spent dollars for the election of members of the Ohio legislature in its last campaign where Cal Brice spent cents and I dont see why rich man hasnt as good a right to be elected a Senator as a poor man We are Democrats Demo-crats and we believe in equal rights for allWhat What kind of Senator would Brice makeHe He would I think be ONE OF TUB LEADERS He has a wonderfully clear mind and his business ability has put him among the most prominent of the capitalists in New York He is a fine judge of human nature and one of his elements of success is his accurate knowledge of the motives and ambitions am-bitions of the men he deals with He is avery a-very charitable man and he gives away thousands and thousands of dollars every month I got to know him pretty well during dur-ing the last national campaign and I learned to like him for the stuff that was in him He is a man of fine culture and he has one of the finest libraries in the country His especial fad is the collection i of fine books and he has some containing I the original illustrations of great artists His election would bring an addition to the Senate social circle for he would undoubtedly un-doubtedly buy a house in Washington and entertain lavishly He would help the party in Ohio as he is a fine politician and 2 l a young active energetic worker How about the other candidates ExCongressman John A McMahon is the leading candidate against Brice John McLean is not a candidate I have never heard very much of Mr Thomas of Springfield Spring-field in state politics before this year I dont think Charlie Baker the young lawyer of Cincinnati who is talked of is a candidate in dead earnest and the struggle seems to be between Brice and McMahon McMahon is a great big man intellectually He received the complimentary vote for Senator at the time Garfield was elected I was in the legislature that year and I voted for him I met Mr John McLean in the Cincinnati Cincin-nati Enquirers Washington bureau and asked him for an expression as to the situation situa-tion in Ohio He said he did not want to be interviewed that he could express no opinion as to the chances of the various candidates and that he would only say that he was not in any sense of the word a candidate himself As to the ELECTION OF SENATOR ING iLLS it is too early to get matured opinions at at this time Senator Plumb tells me that according to his knowledge of the present feeling of the party in Kansas he can see no reason to think that the Senator will not be returned if he wants to be There may be some local disaffection but as a general thing Kansas is proud of Ingalls and of the national reputation which he has so long held in the Senate The election of the legislature said Senator Plumb does not take place until next year and I can only say that according to the present feeling of the party I see no reason to doubt Mr Ingalls reelection I was told by a friend of Senator Ingalls that it is a serious consideration with him as to whether he would like to ccme back to the Senate or not He is comparatively a poor man and the burning of his house and library a year or so ago was a great loss to him He could make ten times the salary of a Senator at the practice of law and he has wasted sixteen of the best moneymaking years of his life here in the Senate I think there is no doubt but that he could have a nomination if he wants it but I am not sure whether he wants it THE LOSS OF SENATOR INGALLS from the Senate at Washington would be greatly regretted He is by all odds the genius of the Senate and he has more ideas to the square inch than any other man in the body He is the best of the Republican Republi-can fighters and though he sometimes flies off on a tangent he is the leader of the aggressive ag-gressive faction of the Republicans and he always drives his knife in up to the hilt As to Senator Farwell the prospects of his return are so far off that any interviews regarding them would be premature The Senator has not announced himself as a candidate but it is generally supposed that his work is going on all the same and at the proper time he will be urged to accept the nomination and will take it as Representative Repre-sentative Springer said to me the other day Farwell is not such a fool as to announce an-nounce himself a candidate so far in advance ad-vance of the election of the legislature He appreciates what such an action would mean Millionaire that he is the politicians politi-cians would bleed him dry during these two ears prior to his election TIlE IOWA SENATORSniP The situation in Iowa is by no means clear The majority is only six on joint ballot and though the Congressmen from he state including Senator Allison himself him-self say there is but little doubt as to his reelection still there is an re1s of uncertainty un-certainty about the matter which makes them uneasy Governor Gear says there will undoubtedly be a deadlock in the House but that Allison will pull through and will surely be reelected General Henderson tells me there is no doubt of Allisons reelection to the Senate He says the state is proud of him he is very popular personally and that Iowa will be represented by him for years to come I met Senator Allison in the capitol and asked him as to the situation He was very diplomatic in his answers and he stated that he thought the state was all right and that there was no doubt but that Iowa would continue to have a Republican in the Senate Our majority he said is six and I apprehend no trouble I an sure the next Senator will be Republican But Senator who will this Republican be Will he be the one who for the past few years has given Iowa a national reputation repu-tation in the Senate Will he be in short yourself Senator Allison looked up and his smile was childlike and bland He replied You must excuse me from answering that The question is entirely too
