Show 1 THK MISSOURI legislature is taking tak-ing up the liquor question in earnest earn-est and with the evident intention of accomplishing something in the way of temperance The prohibition agitation went over the state but it was apparent that prohibition could not be made a success there at present and the next best thing was a high license law The senate has passed such a bill and one which imposes very stringent regulations on the traffic There were only four dissenting votes in the upper house of the legislature and it is said the measure will receive as large a majority in the lower branch The bill provides that the application applica-tion for a license shall state specifically specific-ally where the saloon is to be kept that it shall be signed by twothirds of the assessed taxpaying citizens of the township or block that the applicant ap-plicant shall be of good character that he shall give bond in the sum of 2000 conditioned that he shall keep an orderly house neither sell nor give liquor to a minor and that he will not violate any of the provisions of the law Licenses are to be issued for only six months and must be renewed at the end of that period The fee is riot lees than 25 nor over 200 for state purposes and not less than 5250 nor more than 400 for county purposes pur-poses and the amount to be left to the discretion of the county court In addition to this if the application applica-tion is for a saloon in a city or town a special license must be procured pro-cured from the council and a special fee for it paid this additional fee being whatever the council shall fix The selling or giving away of liquor on Sunday or general election day is prohibited under a penalty of a forfeiture of the license so also is the selling or giving of liquor to a habitual drunkard after notification notifica-tion not to do so from his wife father mother brother sister or guardian and in addition the rela tive may recover a sum not less than 550 nor more than 500 from the saloon keeper |
