morely require as complete utilization of the tree as the market permits per permits permits mits a saving of from 10 to 20 O per pcr cent in the timber has been effected At the same time enough trees have been left standing and provision made for their protection from destruction by b fire to per permit permit mit flit of a st se S ond cutting In from thirty to years This is In itself a areat great reat improvement over oer the old methods of logging under which much timber was wasted asted and the cuttings left in such shane that fire almost inevitably followed On the other hand we have not as yet et been able to place In the hands of the lumber lumbermen lumbermen lumbermen men accurate Information in regard to the location of commercial bodies of tim timber timber timber ber and the probable cost of extraction Plans hate hav ha recently been perfected by b the department of timber sales to do this and I am sure the movement will be heartily appreciated by the lumbermen In Utah Forests In the meeting at Washington an at attempt attempt tempt was also made to classify the time va various various a arious rious forests according to the amount of o merchantable timber on them and tho the probable market for It H Thus the c for forests forests forests ests like the Salt Lake Bear River and I Manti Mantl which have only on I a limited supply of timber and a comparatively dense pop population population surrounding them are placed In one class On such forests it willbe will be the tha I policy to limit the sale of timber to small i amounts nm for the hc h use E of the local people p plc only It has already happened In a num number number number ber of places that the local supply of timber has been completely cut and shipped d to some distant point making it necessary for the settlers to import their lumber and pay a much higher price On other forests like the Uintah with two billions of feet of timber the Sevier with five rive million and the Aquarius with one hundred and fifty million feet teet and avery a avery avery very small population to supply It will be bethe bethe the policy to encourage large sales s les of tim timber timber ber arc are hoped for forThe The Tile system now In operation of grant ing Ins permits for or grazing privileges for a single grazing season only is recognized as being ill III adapted to conditions and as s rapidly as possible it t is planned to au authorize authorize authorize the supervisors to grant grazing permits Owing to the limited appropriations great difficulty difficult has been encountered by bythe bythe bythe the forest orest service In the past two years since the enactment by congress of the act ct of Juno June 11 1906 1905 opening agricultural lands rands l within national forests to settlement under the homestead law in having the lands examined promptly It is now planned to establish six districts with a aman aman man roan In charge of ot each who will have a corps of o examiners under him This officer officer officer will also have charge of the examina examination tion of mining claims all aft of which will be bo inspected when patent has been applied for It Is probable that one of these of officers officers will be located in Salt This plan will make it much easier for claim claimants claimants claimants ants to present their side of a case or to take an appeal I feel certain that the plan will prove of or much benefit to the applicants for homesteads and miner miner patents For Permanent Improvements At Al the close of the fiscal year rear achieved unless the chiefs of de departments departments departments are in close touch with condi condl conditions lions and unless the users of the forests have an an opportunity to present theIr cases in person It 13 Is Impossible at the present time for a a number of reasons to move the central office of nee from Washington into the field but It will undoubtedly be done as soon as aa practicable In the meantime the supervisors and rangers are being given given given en more and more authority to settle questions ques questions questions the ground and by means of the inspectors
