Show West. Btfl. Continues Storm Drain Discussion By ALICE MITCHELL Some 28 citizens attended a public hearing during the regular regu-lar West Bountiful city council meeting last Tuesday. They discussed a possible improvement improve-ment district to provide a drain system along 700 West and 725 West between 1000 North and 1600 Noth. THE CITIZENS in this area have had drainage problems for years. They have had to use pumps. Some have even had to purchase more than one pump. Their electricity bills have been higher and there has been no place to drain the water from their basements but in the street. This has caused troubles trou-bles in times of cold weather as icy streets have been formed. After discussion it was decided de-cided to get the engineer and others together to experiment a ith some of the yards. They will use an auger to crack the hard pan which appears as soon as a person has dug down in the soil surrounding their homes. If these experiments prove satisfactory, the city and the citizens will use this method to help to carry water away. If not, there will be a complete survey of the particular parti-cular area and of some near, done by competent engineers. This will be done before an improvement im-provement district is started. AT THE beginning of the evening's discussion, Councilman Council-man Sam Allman recognized the importance of the solution of the problem. He reminded that he had employed a roto-rooter roto-rooter to clean out the pipe which is located behind some of the houses. He had hoped that this would provide a method by which the drainage v aters could be carried to the Pages Lane storm drain. He had reminded the citizens that they would have to keep the ditch cleaned from time to time. Some of the people had very little problem with drainage. I hey were not too interested in an improvement district. Mr. Allman (who was mayor pro tern) reminded that he had always al-ways had desires to have a complete storm drain project in the ciy. He feels much sympathy sym-pathy for those who have water wa-ter in their basements during a major part of the time. CITIZEN Paul Skou suggested sug-gested that any drainage solution solu-tion should be dug deeply enough that a gravity system could be utili.cd. Everyone agreed the gravity system is the best. Mr. Skou also said thai each property owner should be responsible for i.lcaning-oul his own lateral. Councilman Allman reminded re-minded that there is a seven foot drop to Panes Lane. This would help in a system which iivl ihc gravity process. The water from the homes of 700 and 725 West could create a system where the drainage could follow the drainage on 1 0th North and to then travel to the Pages Lane Storm Drain. Mr. Allman apologized for the mistakes of former years, but reminded those present pre-sent that all humans make mistakes. mis-takes. There should have been an ordinance in West Bountiful from the beginning that no basements could be built. MR. ALLMAN said that he went with the engineer to discuss dis-cuss the problem. He proposed prop-osed a nine-to 12 month study with specialists. Charlotte Hayes and others asked what they were to do with their drainage, while a long investigation is being made. Some of the citizens reminded re-minded that one of the reasons for the drainage trouble is the roots of the trees they have planted. BRANDT Child said he had been aware of the fact that there is a hard pan area close to the surface. Councilwoman Irene Janes reminded the council that she and others in her vicinity have drainage problems and that they have to use a sump pump much of the time. COUNCILMAN Dewell said that West Bountiful has a perched per-ched water table. Councilman Allman said that any drainage pipes to be built now will be larger than those of the past, so they will be able to carry all of the possible possi-ble water. COUNCILMAN Dewell reminded re-minded several times that it would be advantageous to bicyclists, pedestrians, and automobiles to have the excess gravel and dirt off the sides of the roads. There have been some accidents among the cyclists. cyc-lists. Mr. Dewell said that it doesn't seem possible to get anyone to pick up the gravel and chips. He has found one place where he could get it done for $80 an hour. He thinks that he should have the worst spots done by the man with the high costs. Then the county will help in the rest. COUNCILMAN Kenison said that he thought the chipping chip-ping of the city had been well done. This has been when the county had the tine to do it. Councilman Dewell mentioned men-tioned that Mountain Hell Telephone Company is digging on 10th North for future cable television. They arc putting the lines underground. If Ihcy ever finish the job. before it becomes winter, there may be a chance to mark the road for a bike lane. NONE OF the citizens arc intcreslcd in selling a piece of their land for a path from 10th North to the elementary school. Mr. Dewell said that the work on the solid waste project is going along well. He was asked if Layton is going along with the project and was told that it was. Mr. Dewell had attended a meeting where the engineering department was reviewing the project. Mr. Dewell De-well said he is sorry that work is not going well at BARD. The county is slow in getting the maps. MR. KENISON said that he is hung up on getting the second playground at the park finished. Councilman Sam All-man All-man announced that the Phillips Phil-lips Petroleum refinery had donated $500 to be used to build the bowery at the new park. The council thanked Phillips Company for their cooperation and help. IRENE JANES wondered about the crossing arms on 4th North. It seems that it will lake time to get the arms installed. Mrs. Janes told of her meeting meet-ing with Harold Tippetts of the county and others. Mr. Tippets Tip-pets said that the development of the city should be to retain the rural life style. They should teach people to trust their council and city officials. Also, they should let the people understand that the use of much money may be followed by higher taxes. MR. DEWELL said that there will be no sidewalk on the west side of 8th West. There are no funds and property proper-ty owners are not eager to pay for curb, gutter and sidewalks. Mrs. Janes said that the Mayor didn't attend the banquet ban-quet for the awards for the cities offered by the state. She and one of her committee members, Diane Bartschi, were able to attend. Cities won if they were building according to the developer's ideas. West Bountiful received a framed honorable mention. The judges said that the city should have a junior city council. The city also needs cultural arts building possibilities. IT APPEARS that the West Valley Highway won't be built fora long, long time. If the economy eco-nomy improves, Ihc highway will be built. Councilman Sam Allman attended the protest meeting where Mitchell George had asked to use his well to service a trailer park north and west of West Bountiful. Mr. George didn't even attend. It was noted that West Bountiful had sufficient water for a project, but Ihcy arc not interested in Ihc large trailer park in that area. I here is a chance to hinld some project on 5th South. This would make it necessary to go to the boundary committee, commit-tee, since the land is in both of the plans of the cities of West Bountiful and Woods Cross. COUNCILMAN Ingles said he feels that there should be more signs pointing to the school and "slow down" area. Police Chief Wayne Jeppson suggested putting a school and slow sign on the road. Motorists Motor-ists generally see w hat is on the road, when they miss signs. Chief Jeppson talked of the rash of child kidnappings. It had been discussed by the police and PTA. They had decided de-cided that a big sign or helping hand in windows of homes could be easily copied, especially espe-cially by the people who are in the business of selling babies and young children. THE POLICE are going to fingerprint children, for a momento, for Book of Remembrance Re-membrance and to have on hand for emergencies. It is also suggested that parents take blood samples and a lock of hair. Brandt Child will go w ith the men who are going to break through the hard pan in some yards, to see if this will aid in water drainage. COUNCILMAN Ingles asked for a copy of the map of the city, which is up to dale. He was told that they have small copies. Mr. Allman is still waiting for the cat traps so he can get rid of unwanted wild cats. Councilman Allman read a letter let-ter from Weber Basin and told the Council that they would be glad to see West Bountiful more shares. Mr. Allman and the Council were happy to reply rep-ly that West Bountiful has enough water with its well. COUNCILWOMAN Janes suggested that the city should buy some of the land north of the city hall. This would provide pro-vide an entrance to the bowery. bow-ery. Councilman Allan said that he would give some thought to the matter. It was decided after discussion, discus-sion, that every person who leaves the service of Ihc city should be rewarded wilh a certificate cer-tificate or trophy. |
