Arlo James, 48), the committee endorsed the bill which would increase the excise tax on wholesale beer sales by $8 - from $4.12 per barrel to $12.12. West Valley officials, the main proponents of the increase, estimate the tax hike would generate $5.8 million annually for local governofments to fight liquor-relate- d fenses. The bill was sponsored by Rep. 53, the Duayne Johnson, West Valley legislator who also subk mitted the bulk of the driving legislation. If the beer tax bill gains full House and Senate approval, backers contend it would add about 15 cents to Opthe average price of a ponents, most vocally wholesale beer sellers, argue that the increase would be larger. For instance, the R-- zone is used most frequently for either professional offices or apartments. In some cases, the commission would be inclined to approve an office building on a particular location, but not apartments. The developer, in the rezoning hearing, could state his intention to build an office building there. But later, after the zoning change is granted, he or a subsequent owner could say that only apartments would be financially feasible there. According to current zoning laws, the Planning Commission would have no power to stop that use, even though it objects to it. From the debate, I wouldnt put a whole lot of hope in sales tax (passing), Greenhalgh said. Optimism about the proposals chances of passage increased Friday when the House Revenue and Taxation Committee reversed an earlier stand and sent the bill to the floor by a 8 vote. At an earlier committee discussion, the majority sentiment was against the bill and it was tabled. A cosmetic change in the wording of the bill, shifting responsibility for imposing the additional quarter-cen- t tax, apparently altered the stances of at least two committee members whose swing enabled the measure to pass from committee by the one-vot- e margin. The change placed final responsibility for imposing the tax on local and other revenues should properly be distributed. The bulk of the problem, a longstanding one as far as several cities are concerned, involves sales tax revenue. Several years ago, Murray and South Salt Lake combined on an audit which showed that both were d in sales tax being returns from the state. More recently, on the other hand, Murray was informed by the Tax Commission that it would have to return nearly $200,000 that had Incorrectly been returned to the city in previous sales tax allocations. In its short history, West Valley also discovered that it was not receiving sales tax from several of its large producers - and improperly receiving sales tax returns from businesses outside of its city limits. Levitt said Alta also discovered that sales tax from one of its largest short-change- money-maker- s was going elsewhere. To help prevent future mistakes, COG members agreed Thursday to organize a meeting of business license officers from throughout the county to discuss establishment of a checking system. County Business License Director Diana Jones said cooperation was necessary to resolve several problem areas. Most of the state problems involve businesses on city borderlines and chain stores with branches in several different cities. She suggested a system in which the state would require a business to obtain a local business license before receiving a state sales tax number. In that way, the Tax Commission would know precisely which local government entity was entitled to the sales tax revenue. South Salt Lake Mayor Jim Davis was dubious about the prospects of success. Weve been through that before. As long as the state does this by hand with its antiquated system, were going to have problems," he said. Noting that many local government accounting systems are computerized, Davis added, We need to exert influence to show the state there is a better way to do it. For the present, Jones said, the best way to check on the state's (See Page 7, Col. 5) 9-- governments rather than the legislature. The clerk will grab both, register the purchase and provide change. The man will stuff bills and coins in his pocket without counting it and walk away. When he arrives home, his wife will be at the door. Hell reach into his pocket and give her the change. She will then reach for her purse, unsnap the purse, fumble for the wallet, snap the purse closed, unsnap the wallet, open the coin pocket, put the quarter inside, snap the pocket closed, open the bill holder, put the bills inside, snap the wallet closed.
