Secretary Alger Al-ger has made such strenuous opposition to the suggestion that Admiral Dewey be made governor-general of the Philippines Phil-ippines and insisted on the right of the army over the navy in all matters of military rule, that he has probably won his point. The president put the matter forward merely as a suggestion, it is said, without with-out consulting with the admiral, and the probability that Dewey would decline de-cline to act except possibly temporarily was broached at the same time in the cabinet. Dewe3''s expressed request to the navy department to return to the United States in the next few months was made known, as well as was the fact that his request had been conditionally granted. |
