II, the members voted unanimously to extend the contract of District Superintendent V. Wayne Gumey for another two years. Board President Tod Tesar commented that Gumey has requested salary increases no higher than those of all other district staff members based on cost of living pereent-age- s. Board memlxrs praised the superintendent for the high quality of leadership he has given to the Gumey holds a Bachelor of Science and a Masters of Education from Utah State University. He was also awarded an Administrative from Endorsement Supervisory USU in 1991. His basic philosophy as superintendent is that for a district to be successful, ...we need to do it together - involvement of all. Gumey includes school support staff, teachers, administration, parents and the entire community in this combined effort. In other business, the school board approved the early retirement of Uintah High School teacher Reed Hansen and Jeanne Klein. Senator Thomas Senate Bill 154 proposed $30 million in new funding that, though not existent at this reforms point, is tied to large-scal- e in student advancement, curriculum and governance. Most significant among them are switching to a competency-base- d system of student advancement, emphasizing core curriculum over electives, adding more business expertise to the state Board of Education and casing licensing standards for teachers, principals, and superintendents. There are several changes included in the proposed legislation. There is an emphasis on competency-base- d education system where students advance front one grade to the next at their own pace by demonstrating competence of subject matter rather than satisfying seat time requirements. SB 154 creates a $30 million block grant to fund the competency Sponsored by Hatch, Ace K. Aguilar Bobby Lee Higginbotham system. The funds would provide $5 million for the state board to develop and pilot a competency system and $25 million for school districts and charter schools to help them transition to the new system. The bill fixuses on core curriculum over elective, possible reassigning teachers of electives to teach math and English in the future. The bill also would increase high school graduation requirements in math, English and science. State Board of Education candidates would be selected by a statewide nominating committee instead of committees specific to each candidates district for representation. It would also allow local school boards to hire superintendents, prinand other administrators, as cipals well as issue district specific teaching licenses to private sector professionals who want to teach and have demonstrated competence. Traffic stop leads to math arrest Sunday, Uintah County Sheriff's Deputy Leonard Isaacson stopped a motorist for erratic driving. Deputy Isaacson approached the vehicle and requested that the driver provide his license and registration. A records check found that the driver's license was suspended. Deputy Isaacson arrested the driver for driving on suspension and during a search of the vehicle, incident to, arrest, the deputy located drug paraphernalia and suspected methamphetamine. The kickoff will be held from 7 p.m. until 8 p.m. Plans will be made and enthusiasm generated to help take the fear out of cancer by promoting cancer research. Free drinks, chips and salsa will be provided to all who attend the kickoff Relay for Life is a national fund raising event for the American Cancer Society. It offers citizens young and old throughout the nation a chance to participate in the fight against cancer. Teams of people camp out for 24 hours at a local high school, park or fairground and take turns walking or running around a track or path. In Vernal the event is traditionally held at the Uintah High School track. In past years the VemalUintah County Relay for Life has included luminaries honoring loved ones who have succumbed to cancer and celebrating life with those who have survived. The multitude of names, photographs and candles is both and uplifting to those who take part in the relay and to those who sit on the sidelines encouraging the walkers. Second teacher Lauri grade Buzarde came up with a new way to motivate her class to read. She built an igloo out of milk cartons to use for a reading nook. Buzarde got the idea from a magazine the librarian at Maescr showed her. She said the libranan originally showed it to her because she thought it was such a crazy idea and no one would really ever try to "build such a thing. The librarian was wrong. All the students at Maescr helped collect the 260 milk cartons it took to build the igloo. One girl brought in 11 jugs, Buzarde said. All the plastic milk jugs were collected in three weeks and there were plenty of extra ones. an igloo," Buarde said, 'we have a start for them." Once the building supplies were collected, the igloo only took three days to build. Buzarde said most of it was built by two 7th graders who were career shadow ing her, Malani Stewart and McKenna Wheeler. The girls used hot glue to put the milk jugs together.
