Show S A the city the works OF SIX TO r THREE the of water supply seemed r to bother them the city council mst in special session last night with mayor dusenberry in the chair councillors councilors Counci lors hansen daniels and bean were absent A petition fro ji S ai milner et al asting cither the repeal of the ordinance prohibiting stock from running at large in the streets of provo or make an order prohibiting stock from being herded in the east part of tho city was read and referred to the city marshal with instructions 10 see that the ordinance pertaining to the subject was enforced the mayor remarked that there were frequent complaints of like nature and it was necessary ebsary that the ordinance should bo enforced tho committee on irrigation reported on the laim of the city and recommended that the claim of 2 per day be allowed aa compensation for the services ber vices of not only the but also his deputies mr farrar chairman of tho commit moving tho adoption of the report the nature of the work the aster and his deputies had to perform their dubea to say the leaga wera not of a pleasant nature and in many instances thoy had to work early und late we pay our street supervisor 2 per day and his duties did not in the least compare with thosa of the water mastor the report was adopted the petition of mclellan drake asking the privilege of running a drain from the rear of their premises opposite the theatre to the canal was granted subject to the the counci IThe onera want the drain for the purpose of conveying the waste water slush and offal from their intended stables into the factory race the report of the committee on finance on the application of civil engineer M T sturgiss who proposed to furnish plans for a system of water works for the sum of reported that it being first essential to determine where the supply of water would come from they lid not deem it advisable to accept the proposition and therefore that the application be not accepted mr maiben thought an calv way for provo to determine as to where the source of water supply would come from would be to employ mr sturgiss or some oiher competent man to go to work at it it could bedone it was not an impossibility it was deferring an important matter on a poor showing let us not put kofl till tomorrow to morrow what we can do today to day is a true saying and one which we can adopt ia this respect he did not endorse the report mr scott stated that inthe committee it was discussed as to how mr sturgiss could be set to work in the event of his application being favorably reported on and it was found that the source a subject that would first have to be determined it would be a hard mater to get the supply from provo river or from arock canyon judging by the way the water in those two places played out last sea aon it seemed that one half of the whole cost of a system of water works would have to be expended in securing a dource of supply to establish a one hour system of water works for a large city like provo he didiot believe in and therefore in view of all these circumstances cum stances he tavor the adoption of the report tho mayor stated that so far as set ling mr sturgiss to work was concerned that WAS nothing to do with the committee that was something that mr sturgiss iss proposed to do that was his uty if he was employed so far as provo not having any to use the water from provo river for the supply of water works was concerned that is a i ore gono conclusion S air D holdaway bad but little to say on the subject but there is ene thing certain the gentleman who has come into our midst was an entire stranger to us and so far as him mr Stu reisa knowing anything about river is bouc arned he did not think he knew as much about it as he did he did not feel aliks voting money for any such purpose until he knew something more about it ha thought there were men in who knew more about the river and the country than did mr S burgiss ur giss and they would work for lesa money mr alexander aard in hia opinion provo had arrived at a stags of progress where she really needed a system of water works and if there was any question ah to provos right to the use of prevo river than the sooner tha matter was settled the better if we have not already taken out sufficient water for the legitimate aass of provo city then we should delay no longer in asserting our rights canals were being taken from the river by private individuals every year and provo at least should have the right of using what water she needs for her citizens the mayor remarked that so far as mr sturgiss being an entire stranger to proto was concerned that was not so he also came fully recommended by salt lake officials mr farrer did cot see any obstacle in the way of determining a source of supply the only question is do we need a system of water works if we dj then let us leave alie plans before a man wants the plans of a house he wants to first determine whether he needs a house it should be the same with us mr maiben said it seemed to be a question with bome of alie members as to whether we want waterworks water works he as of the opinion that provo should have biad works ten years ago there need be no expense to the city in having works that ie there was no necessity of bonding the city for the purpose A company could be formed for con tine them who themselves could lease the works to provo mr A D did not wish it understood that he was opposed to water works but lie would want to know from what source the means would come with which to defray the cost of building them lie would not endorse any move that would deprive tho citizens cit izena of provo of their legitimate rights he could not see how a body of men could band themselves together to control the use of tho waters of provo river and deprive the citizens and taxpayers of their rights in this connection provo was just as capable of bonding hersell lor the erection of water works as to pay the interest on bonds issued to an incorporation for the purpose after some more remarks OB the subject the motion to adopt the report of the committee was put for the report scott brown D held away A D dison farrar against the report maiben and alexander 3 the report altho committee on nie department on the petition of W C A smoot jr coasting Co asking the privilege of moving their building within tho fire limits recommended that aba petition be not granted the committee submitted r bill amending the ordinance establishing tab lishing fire limits and recommended that it come up in ltd proper order the amendment provides that beddings bud dings erected within the fire limits previous to the passage of the bill establishing them may be moved to oilier parts of the limits when they can be done so bodily and without alteration and with the consent of parties owning property with in the immediate district of the proposed location the report was adopted and the amended bill laid on the table the amended application of john E taylor for a renewal of his license as retail liquor dealer for three months was gradated ted the bill amending the ordinance cs fire limits in provo cita reported by the committee on fire department in connection with the W C A smoot jr co petition was then taken up amended and pasted the council then adjourned
