We then concluded that in the interest of saving time and election expenses that we could rightfully make the decision that we should immediately formulate an ordinance affecting the granting of the franchise. Another reason- prompt mg the above action is the fact that the ordinance which was attached to the petition had not been submitted for study to us and that upon examination of same we found that it was not favorable to the city and that it would be much easier for us to negotiate with the gas company and work out an ordinance favorable to us rather than to resort to the cumbersome procedure of amending and negotiating the ordinance after it has been submitted in its original form, the statement continued. In this aspect, the Council felt it could not accept the ordinance suggested by the gas utility and, therefore, with the cooperation of City Attorney Luke Pappas, another ordinance has been drafted and this will be the one that (Continued on Page Eight) above-mention- ed Community Leaders Given Insight Into Peace Officer Aims At a meeting held Monday at Jeanselmes Cafe in Pnce, peace officers, mayors, night councilmen and commissioners ol Carbon, Emery, Grand and San Juan counties were appraised of proposed legislation concerning peace officer training in the state. Charles Semken, Jr., president of the Utah Peace Officers and chief deputy in the Carbon County Sheriffs Department, made the presentation. Mr. Semken pointed out that an act relating to training of peace officers prior to permanent appointment and for the establishment of a training academy for this purpose; setting of minimum standards for peace officers; establishment of a peace officers training commission and provisions for appropriations will be proposed by the association to be placed before the coming special session of the legislature. He informed his audience that at the present time Utah has no qualification standards for those seeking employment with peace officer agencies.
