King, I state secretary of the Legion, yesterday. I The statement was authorized by Henry I D. Llndsey, chairman of the national S executive committee. g The full text of the financing plan S which reached the city yesterday follows: B "It is planned that the American Le- 1 gion shall be entirely a sell-supporting 1 organization of soldiers, sailors and ma- J rlnes who served in the world war. When the national convention of the Legion B meets in Minneapolis on November 10, S J I and 12, to effect the permanent or- 8 ganizatlon, It is expected that at least 0 one million members will be enrolled in local posts throughout the country. To I support the national organization, a portion por-tion of each member's dues will be allocated allo-cated for that purpose. "Under the supervision of the Legion's counsel and legislative committee, an application for a federal charter Is now 1 v- being drawn. This will be presented to congress in a few days. One of the provisions pro-visions of the proposed charter will provide pro-vide for complete publicity of the ac- counts of the Legion and an annual audit : of the Legion's financial affairs by the j war department.
