A House bill to pay ; officers of the Assembly, was referred to the Judiciary Committee, and 'at 11:25 a recess was i la&cu bin 4 ui. 2 p. m. A message was received from 1 tha Governor, making recommendations oil C. F. No. 27, amending the incorporation incorpora-tion of Morgan City. After amending in conformity with the suggestions, the bill was passed. The Judiciary Committee reported on H. F. No. 82, to pay officers of the Assembly, As-sembly, saying that "in. view of the fact that the Governor has said that he will not consent to the appropriation of one dollar of the funds of the Territory, we deem it a waste of time to pass the bill, and recommend that it be rejected." This was done. A message was received from the Governor Gov-ernor giving notice of - his approval of C. F. No. 7, amending sections 4 and 5, chapter 45, Laws of 1884; C. F. 8, pertaining per-taining to highways ; C. F. No. 20, amend-sections amend-sections 578 and 580, Compiled Laws of 1876, and C. F. No. 41, amending the charter of Logan City. ( - Reports of the joint committee on the veto of the jury and bail bills were adopted adopt-ed as the sense of the Council. H. F. No. 66, amending the incorporation incorpora-tion of Lehi City, was passed after being amended to conform with the suggestion of the Governor.. :, i -,: A communication was read from the Herald Company donating, their bill for the Darjfirs fnrnishivJ tha mpmhorq Hnrintr the session. . '. . At 3 :40 a recess was taken until 8 o'clock. . . 8 p. m. The Committee on Education presented a substitute bill for C. F. No. 38, amending sec. 4 of chap. 30, laws of 1884, in harmony with the Governor's objections, and the same was passed. Mr. Sharp announced that the Ser-geant-at-Arms was resronsihl for 34fi m acruing from the purchase of stationery, papers, law books, etc., under special order from the Council, and suggested that the members contribute among themselves to pay the bill. Mr. Sharp was willing to do his part and moved that the President act as treasurer, to receive re-ceive the amount and pay the same. Motion carried. The Richfield charter was amended to meet the suggestions of the Governor, and then passed.' Mr. Grover, by consent, presented a bill to prevent the befouling of water, etc., which was passed. A joint memorial, asking Congress to donate lands to the Insane Asylum, was passed. II. F. No. 62, civil procedure amendments, amend-ments, after being amended agreeably to the suggestions of the" Governor, was passed. A substitute for II. F. No. 14, repealing section 21, chapter 49, laws of 1884, regarding re-garding irrigating ditches, was passed. II. F. No. 84; for the benefit of Territorial Terri-torial prisoners released from the Pen, giving $15 to each prisoner who has served one year, on his discharge. The bill oassed. Mr. Hammond sent to the clerk's desk a beautiful ebony gavel, handsomely mounted with gold and silver, with a pleasant address to President Elias A. Smith, complimenting and thanking him for the efficient and pleasant manner in which he had presided over the Council. Mr. Smith was completely taken by surprise, sur-prise, but was able to thank the members for the token, and to say he hoped their associations would always be as pleasant as they had been during the session. H. F. No. 39. relative to herding and branding stock, was amended in compliance compli-ance with suggestions by the Governor and passed. A message was received from the Governor Gov-ernor giving notice of his approval of the bills amending the charters of Morgan and Moroni cities: also of C. F. No 38 amending section -4, chapter 30, laws of 1884, relative to schools. The Judiciary Committee reported adversely ad-versely to any further action on ioint reso lution JNo. 24, to authorize the Auditor to issue warrants to the amount of $1,000 on witness' certificates of 1882-3, giving as a reason for this action that the Governor was hostile to appropriations. A message from the Governor gave notice of his approval of C. F. No 43 to prevent befouling water used for domestic domes-tic purposes. r The House. March 11, night session.
