Show The Newpapcr Thursday, Cktober 28, 1982 Page A7 Newspaper Fire district campaign heats up The two candidates for a seat on the commission of the Park City Fire Protection Protec-tion District have been directed to stay out of the fire station until after the election. Commissioner Jean Buchanan Buch-anan said a meeting was called Tuesday to ask both candidates Vince Desi-mone Desi-mone and Jim White to refrain from seeking supporters sup-porters within the department. depart-ment. The in-house campaigning, cam-paigning, she said, was causing unnecessary disruption dis-ruption and division. "We told the candidates that in a few days, one will be a commissioner, but both will still be firefighters. Both are capable people who we're sure can put aside their differences after the election, but perhaps there are others in the department who can't." Both candidates, she said, were apologetic and agreed to honor the request. "Both have been good for the district," Buchanan said, "and firefighters shouldn't have to take sides." White and Desimone are not that far apart in their views on fire district operation. opera-tion. They agree that the district needs full-time, 24-hour 24-hour staff at the Park Avenue station, that taxpayers tax-payers should be able to vote on whether the district should reorganize and raise its tax levy, and that a separate fire department for Park City is not feasible. Their chief difference lies in the area of the logistics in providing 24-hour staff at the Park City station. Desimone said he believes the district's volunteer firefighters fire-fighters should be used, as paid personnel, so they could remain involved and interested in-terested in the department. "I'm pushing to use existing exist-ing people who are volunteers volun-teers to staff the station 24 hours a day.;With the current staff of three full-time paid people, volunteers could be hired, at the $6 an hour rate, to work one or two days a week," Desimone said. He said that in future years, around-the-clock professional pro-fessional firefighters may become a necessity, but "we should make the transition with people we now have." The paid volunteer plan could be financed through increases in next years tax revenues, by increasing the amount now budgeted for manpower and by working with Park City in collecting impact fees from new developments. de-velopments. White, believes, however, that volunteers, even if paid for their duty, already are overworked and should not be expected to fit in another one or two days a week. "We already train four nights a month, many work at the station on Saturdays, attend fire commission meetings, answer fire calls and many also serve on ambulance crews. When we go full-time, we need to go full-time professionals, not with paid volunteers. If volunteers are used as full-time staff, "there will be no one there for firefighting when the alarm goes off," he said. White, who is employed as security supervisor at Deer Valley, said he would abstain from voting if a conflict of interest did occur in that regard, but believes his association with Deer Valley, Park City and the fire district could more likely lead to a greater understanding in mediating conflicts currently existing among the three entities. "When it comes to development de-velopment plan reviews in Deer Valley, the Uniform Fire Code is cut and dried. There is no question of conflict of interest," White . said. , Desimone believes that ' y 4 Vince Desimone warn (HE C I J Newspaper Classified I J Advertising doesn't cost j ...IT PAYS! $ Call us... 649-901 4 White's employment with Deer Valley would present a problem on the commission, which also consists of Summit Sum-mit Park resident Jean Buchanan and Herb Johnson, John-son, fire marshall for Park City. Johnson has had to abstain on certain votes, Desimone said, and if a second commissioner also had to abstain, "no business would be done." Desimone cites his business busi-ness experience in government, govern-ment, planning and civil engineering as his chief qualifications for the commissioner com-missioner post. He also is a volunteer firefighter. "I understand how business busi-ness is run, and would use that experience to the benefit of the district in managing its tax funds," he said. White, who holds the rank of captain in the fire department, depart-ment, has been a firefighter for 5'2 years and also serves as an emergency medical technician (EMT) with the ambulance crew. "I'm running for the fire commission because I'm concerned with emergency services in the area," he said. - H ' ' ' ' ' ' " v J t y , t Jim White it.
