Bo It ordained by the City Council of Salt Lako City, Utah: Section L That Sections 3S2 and 383 of the Revised Ordinances of 1903 of Salt Lake City, Utah, be, and the same hereby here-by are amended and re-enacted so as to read as follows: Section 382. It shall bo unlawful for any person to carry on tho business of a pawnbroker, or tho business of loaning or advancing money, or check or draft for money on tho deposit or pledge or bailment of personal property of any kind as security for such loan or advancement, ad-vancement, or the business of loaning or advancing money or check or draft for money in any transaction or transactions in tho form of a sale of personal property prop-erty wherein the personal property Involved, In-volved, under agreement, is to be or may be repurchased by tho vendor, pledgor, bailor or depositor within an agreed tlmo upon the payment of an agreed sum, or any sum in excess of tho real sum so loaned or advanced, or tho business of loaning or advancing money or chock or draft for money upon a chattel mortgage or mortgages on personal property where tho personal property Involved or any part of the same is taken into the custody cus-tody or possession of the person advancing advanc-ing such money, or his agent or trustee, or tho business of loaning or advancing any money or cheek or draft for money upon any assignment or assignments, or pledge or pledges of earned or unearned salary, wages or earnings, or the business busi-ness of loaning or advancing any money or check or draft for money upon any contraot, undertaking or agreement which -In sfub-tanoe and effect assigns, pledges or binds the earned or unearned salary, wages or earnings of the borrower bor-rower as security for such loan or advancement, ad-vancement, without previously having obtained a license so to do in accordance with the provisions hereinafter contained and sot forth. Every person engaged In any business or pursuit abovo mentioned is hereby declared to bo a pawnbroker, and shall pay tho same license o and receive re-ceive the same license as a pawnbroker, and shall be governed and bound by all ordinances and regulations concerning pawnbrokers in so far as the same pertain per-tain to licenses and license fees. Section 383. Every porson applying for a license as pawnbroker, shall, before receiving such license, pay into tho City Treasury a license tax of one hundred (5100.00) dollars per annum (no such license li-cense to bo issued for a loss period than six months), and shall, boforo receiving such license, enter into a Joint and separate sep-arate bond, with corporate surety to bo approved by tho Mayor, in tho penal sum of one thousand (51,000.00) dollars, conditioned condi-tioned for tho faithful observance of all ordinances respecting pawnbrokers; provided, pro-vided, that tho license provided for in this section shall not permit tho licensee to conduct tho business of a morchant. Section 2. This ordinance shall take effect upon approval. Passed by the City Council of Salt Lake City, Utah, July 26th, 1904, and referred re-ferred to tho Mayor for his approval. J. S. An ordinance levying a tax and for the assessment of property on tho east side of Second West street, between Third North and Fifth North streets, in Sidewalk District No. 20, for tho construction con-struction of a cement sidewalk. Bo It ordained by tho City Council of Salt Lako City, Utah. Section 1. That tho City Council does hereby levy the tax and provide for tho assessment of tho same upon tho property prop-erty hereinafter described in Lots Nos. 2, 3, 4 and 5, block 121, and Lots 4 and b, Block 132, plat "A," Salt Lako City Survey, Sur-vey, abutting on the east side of Second West street, between Third North and Fifth North streets, In Sidewalk District No. 20, said porporty having a frontage of 1320 feet along said street This tax Is levied to defray the expense of constructing a cement sidewalk upon said portion of said street opposite the property hereinafter described to bo especially es-pecially affected and benollted by said improvement, and It Is hereby adjudged, determined and established that the same will bo especially benefited thereby to tho full amount of tho tax hereby levied, and said parcels of land are hereby here-by assessed at an equal and uniform rate in accordance with tho linear foot frontage front-age upon said portion of said street fronting upon and to a depth of twenty-flvo twenty-flvo (26) feet back therefrom, and tho tax hereby levied and to bo assessed upon said parcels of land Is ono thousand flvo hundred and four and 80-100 (51,504.80) dollars, or ono and 14-100 (51.14) dollars por front or linear foot, which is tho estimated total cost and estimated cost per linear foot of said sidewalk, and the Treasurer Is hereby authorized and directed di-rected to assess in accordance with tho provisions of this ordinance for the purpose pur-pose herein mentioned, all of Lots 2, 3, 4 and 5, block 121, and all of Lots 4 and 5. block 132, Plat "A," Salt Lake City Survey, as the same are shown upon the ofllclal plats of said City, to a depth of twenty-flve (26) fet back from said street, and to collect safl tax. Section 2. Said tax shall become and bo delinquent as tollows: One-third thereof shall become delinquent delin-quent In one month after the approval of this levy; one-third in two months after said approval, and one-third in three months after said approval. Each and every Installment of said tax except the first, shall draw Interest at the rote of seven per cent per annum from date of levy, and all said Installments shall boar Interest at the rate of ten per cent poi annum from date of delinquency. Section 3. This ordinance shall take effect ef-fect upon approval.
