The governor stated the bill, which passed the state legislature, was unconstitutional in that it gave a spedal tax break to the winery, thereby illegally penalizing producers. The bill would have reduced by half the 60 percent tax on Arches wine. Winery owner Anita Bradford, who had struggled in recent years to establish the winery here as a quality producer, stated she would probably be forced out of business without the tax help. Soon after MonticeBo State Representative introduced the bill, the LDS church announced it favored sending it back to the House for more study. But Bangerter, a Mormon, spoke out forcefully in favor of the legislation, saying it was needed for economic development in southeast Utah. The law sought to give the county the right to restrict media and public access to the records of elected officials and other individuals if the records "engender shame, humiliation, or embarrassment." In addition, the law would have required members of the public to receive written permission from elected officials before looking at any records pertaining to the officials. But after the Sodety of Professional Journalists announced they would sue the county if the ordinance was passed, the commission backed off.
