Andres Oppenheimer Los hispanos contra Obama? Cuando el Presidente Barack Obama habl6 hace unos dias ante una de las principales organizaciones hispanas sobre las dificultades que esta encontrando en sus esfuerzos por flexibilizar las leyes inmigratorias de este pais, muchos en la sala empezaron a corear espontaneamente: iSi, to puedes! La consigna de la convenchin anual del Consejo Nacional de la Raza (CNLR) celebrada el 25 de julio en Washington, D.C. —un recordatorio ironic° del eslogan de la camparia de Obama en 2008— representO un raro momento de confrontachin entre Obama y sus electores hispanos. El presidente gang el 67 por ciento del voto hispano en 2008 y esta acostumbrado a recibir una bienvenida de las audiencias latinas. Muchos hispanos estan indignados con las deportaciones de casi un mill& de personas que se han implementado en los Ultimos tres arios bajo el gobierno de Obama y no le creen cuando dice que no puede hacer nada para cambiar las leyes inmigratorias porque los republicanos bloquean todos sus esfuerzos. Segim varios lideres hispanos, a pesar de las posturas antiinmigraciOn de los republicanos en el Congreso, hay muchas cosas que el pre- sidente podria hacer usando la autoridad del poder ejecutivo. Por ejemplo, dicen, podria conceder prOrrogas a las deportaciones de estudiantes que entren a la universidad o al ejercito y que fueron traidos al pais por sus padres cuando eran nitios. Obama ha apoyado el proyecto de ley DREAM Act que haria posible una via de legalizaciOn a estos estudiantes, pero este ha sido bloqueado por los republicanos en el Senado. "Estamos decepcionados de que el presidente no haya hecho mas para reducir el alto numero de deportaciones", me dijo la presidenta del CNLR tras el discurso de Obama. "Todos estamos de acuerdo en que hay que deportar a los criminales violentos pero no creemos que haya que hacerlo con gente que hace una verdadera contribuciOn a este pais. No creemos que esa deberia ser una prioridad en este momento". El mismo dia en que Oba- ma hablaba ante el Consejo Nacional de la Raza, recibi una llamada del Consul argentino en Miami, quien me Ramo la atenciOn sobre el caso de un estudiante argentino que enfrentaba una deportaciOn inminente. Mas tarde, cuando hable con el joven —Miyen Spinelli—, no pude dejar de preguntarme por que el gobierno estadounidense, tan apretado financieramente, esta gastando tiempo y dinero en la deportaciOn de buenos estudiantes. Spinelli, de 23 atios, me dijo que no tiene antecedentes criminales, que se graduO entre el 15 por ciento del mejor promedio de su clase en la secundaria, obtuvo un titulo en administraciOn deportiva en la Universidad de St. Thomas y se esta preparando para hacer su maestria en comercio internacional. Poco antes de graduarse, durante un viaje a Maine para participar en un torneo de fiitbol con el equipo de su escuela, el auto en el que viajaba —conducido por un amigo— fue detenido por un policia. No iban a alta velocidad, ni habian violado ninguna ley de transit°. El policia dijo que los habia detenido para comprobar la patente de Florida que tenia el auto. "Me pidiO mis documentos y despues Ramo a la patrulla Una economia en caida. de fronteras", me dijo Spinelli. "Me tuvieron seis dias en la carcel y despues me entregaron una orden de deportaciOn para el 15 de agosto, y me colocaron un brazalete electronic° en el tobillo". Cuando su historia apareciO en The Miami Herald el 26 de julio, los funcionarios de inmigraciOn le dieron a Spinelli una prOrroga de un atio de su orden de deportaciOn. Ahora el joven espera que en ese lapso el DREAM Act sea aprobado. Se estima que hay alrededor de 825,000 estudiantes extranjeros en Estados Unidos que podrian beneficiarse del DREAM Act. La mayoria de ellos llegaron al pais a muy temprana edad; algunos son estudiantes destacados de ciencias e ingenieria, cuyas habilidades el pais necesita cada vez mas. Otros paises como Canada, Francia, Inglaterra, Alemania o Singapur hacen todos los esfuerzos para concederles visas legales a los mejores estudiantes extranjeros, o a los trabajadores calificados cuyas capacidades necesitan. En Canada, alrededor del 36 por ciento de las visas inmigratorias son concedidas anualmente dentro de la categoria de "visas calificadas" contra apenas el 6.5 por ciento en E.U., seem un estudio reciente del Brookings Institution. Mi opinion Deportar a estudiantes calificados y voluntarios militares es malgastar el tiempo y el dinero del gobierno; contradice la tradiciOn de E.U. de ser un pais de inmigrantes y disminuye la energia creativa de la naciOn en un momento en que otros paises aplican politicas inmigratorias destinadas a atraer talentos. Los fanaticos antiinmigraciOn del Partido Republicano estan perjudicando al pais con su oposiciOn al DREAM Act. Pero, hasta que recobren el sentido coObama deberia usar sus poderes ejecutivos para posponer las deportaciones de los estudiantes extranjeros calificados.
