Another suggestion was to have two similar meetings each month, where half of each meeting would be regular business and half would be open community discussion. A third option is to sched— ule the second meeting and then use the meeting date as needed, for either of the above purposes. The third option (flexible meetings) was chosen. Many of the issues and problems facing the community are complex and do not lend themselves either to short discussions or easy answers. It may be easier to talk with each other if there is no decision to be made immediately after the discussion. When an immediate decision is necessary, the sides seem much more polarized, emotional, and antagonistic—winning or losing the immediate decision takes precedence over understanding each other. said-“:5 The Goal: More Effective Meetings So that we don’t dialogue and communicate without ever doing any business, the Town Council is consider- ing running the business portions of the Town meetings according to some simplified version of Robert’s Rules of Order. Robert’s Rules of Order was created not only to facilitate the orderly conduct of meetings, but also to help those meetings be the best use of everyone’s time. As our Town meetings have once again grown spirited and energetic, some method needs to be used so that people can have a chance to speak and still leave enough time for the evening’s decisions to be made. Since most of us know very little about Robert’s Rules of Order, please don’t be surprised if we flounder around a bit as we try to figure out how to use them. I don’t know enough about them to do any more here than to let folks know that we are going to try to learn how to use them. Town meetings have changed a lot in the last five years. For the first couple of years there were maybe two or three people in the audience during each Town meeting. As the community has grown and faced hard new (and old) choices, attendance has increased to the point where we need more chairs for the fire station. It’s becoming increasingly difficult to give everyone a chance to speak and still make it through the evening’s agenda. Several other ideas have been suggested and some of them will probably be experimented with as well.
