and collector of washington county representing that he had paid non collect able taxes assessed during the years 1885 fl and asked to have the amount of such taxes appropriated to him referred to the committee on claims and public accounts mr tuttle presented a petition from residents of manti representing that the from manti city creek canyon was destroyed for domestic purposes through the herding of large numbers of sheep in the canyon during the summer months which was also the cause of much sickness they therefore asked the passage of a law forbidding the herding of sheep in any canyon the wafer from which is used by the people for domestic purposes referred to the committee on public health the committee on highways to whom was referred the petition of the county court of cach e county ask aag for an appropriation of for building a bridge over the bear eiver also the petition of residents of washington county asking for an appropriation of 1000 to aid in repairing the bridge across the eio virgin river near st george recommended that the sum of be appropriated to washington coun by for the purposes mentioned referred to the committee on appropriations the committee on counties to whom was recommitted committed re H F 20 providing for the removal of county seats recommended that the council recede from the amendments made by it to the bill adopted and the bill passed A communication was received from the house notifying the council that it had adopted H C resolution solution Be 19 directing the committee on the compilation pi lation to include in such compilation suan citation of authorities and decisions of courts as might be deemed applicable mr carlisle moved that the resolution not be concurred in as it would not tie possible to complete the work during the session of the legislature the motion was carried and the resolution not concurred in mr young introduced a memorial bo congress representing that an orphans home and day nursery A had been established in salt lake city that the grounds now occupied by the association were not extensive enough and that if congress would provide for the institution suitable land ahe legislature would erect a suitable building thereon that a large portion of fort douglas military reservation was unused and congress is requested to set apart for the use of the institution ten acres of land in said reservation the title to bo vested in the territory referred to the committee on memorials to congress mr smoot introduced C P 35 amending chapter 12 of the lawa of 1886 in relation to highways tho bill does away with poll tax ana provides for fl tax of not to exceed 2 mills on the dollar as the county courts may provide in lieu thereof this tax may be paid in labor under regulations to be petitions praying for the passage of a local option law therom cittee on elections mr presented the petition of F G willis and others asking an appropriation ofal to repair roads in salina canyon committee on highways mr howell from the ways and means committee reported back a substitute bill 3 7 providing for a board of equalization and recommended that consideration of the house reported from the committe on education E 37 wals m relation to district schools and re commend edits passage mr dark fr brithe committee on appropriations presented a portion of the appropriation bill for the present session on motion hatch from the the sum f was ordered placed in the appropriation bill to pay services of benjamin Bach raan in auditing accounts against the territory mr the judiciary commit whom had been referred JELF 36 reported a substitute and recommended that it be passed mr thurman to whom had been referred the bill for an act providing for the payment of district clerks reported the same and recommended its adoption so ordered mr alien presented a bill for an act to prevent cruelty to animals ee berred to the committee public health mr alien also presented a BUT for an act to establish corporations for the prevention of cruelty to animals prom the council came the news that that body had receded from all its amendments to H F 20 mr king from the committee on municipal corporations and towns reported a bill for an act providing for the incorporation of cities filed for second reading mr moyle presented a bill for an act providing for the care of tho deaf and dumb C the bill providing for banking was taken up read the second time amendments agreed on and filed for third reading mr thurman offered offe reB a concurrent resolution providing that hereafter the legislature meet at 10 a m and 2 p m adopted and sent to the council L F 59 richards bill providing for an act to establish a uniform system of county governments next came up for consideration and will be further amended adjourned FORTY SEVENTH DAY FEB 24 the committee on manufacture and commerce to whom was referred 0 F 19 abill to encourage the manufacture of sugar in the territory of utah reported thai the success of such enterprise would be assured without the bounty provided in the bill and recommended that it be rejected the committee presented a substitute for the bill the report was adopted substitute filed for second reading the committee to abillar relation to doors and fire escapes in public buildings recommended that the bill be put upon its passage adopted the committee on penitentiary and reform school to whom was referred the second report of the warden of the utah penitentiary recommended that the same be accepted adopted the special committee on reform school act fixing the time for electing the members of the legislature etc the bill was read for the first time and referred to the committee on judiciary C F 35 in relation to doors and fire escapes in public buildings was read for the second time and filed for third reading H C resolution 19 providing that both branches of the legislature meet at 10 a m each day was read mr the resolution be not concurred in carried C F 19 substitute a bill to encourage abe manufacture of sugar in the territory of utah was taken up on its second reading amended and filed for third reading it is as follows SECTION 1 be it enacted etc that to encourage the production and manufacture of sugar from products raised within the territory of utah plantations all farms water rights factories buildings implements teams tools and machinery of any kind whatsoever actually and in good faith employed in the production and manufacture of sugar in said territory and the stock of any company incorporated for the purpose of and actually and in good faith engaged in the production or manufacture of sugar in this territory and the bonds and mortgages given to secure loans on the aforesaid property shall be exempt from taxation during the period of the next ensuing six years or until the first day of march A D 1894 H F 67 substitute providing bounties for the destruction of certain birds and animals F 61 a bill fixing the time for electing members of the legislature privileging them from arrest and fixing the time for commencing alie session the legislative assembly A few minor amendments were made and the bill passed H F 65 the bill for an act provid the bonding of the territory was the next measure considered it was on its third readings several minor amendments were made and pending further consideration the house adjourned unta in the afternoon the first business was the consideration of section 8 of the bonding bill tip in the morning mr thurman offered a substitute for section 2 fixing the maximum amount at and providing that the bonds so provided for benot issued in any sum greater than ane appropriation bill demands several minutes i of 1 the substitute 4 way adopted and prices of building material water supply etc and the matter was just getting interesting when sir moyle moved that the report and documents be printed this idea was opposed by several mr thurman land partly under cultivation and partly covered with timber it was valued at and would be given to the territory on condition that the reform school be erected in that county ogden submitted several pieces as being proper for the erection of the school but did not propose to give anything merely suggesting what locations might bo secured the bid resembled the advertisement of a prosperous real estate dealer thoele tooele county made a short showing and sanpete also sent in a modest bid morgan county thought it had some attractions to offer but on account of the rigorous winter did not deem
