house notified the council of its concurrence with councils amendments to H F 57 providing bounties for the destruction of certain animals and birds also that the house had concurred in G E 21 on banking with two amendments one of which increased tho capital stock from to H F 25 for negotiating tating a loan for certain purposes was referred to committee on ways and means mr wooley fron the committee on judiciary reported favorably on these bills C E 36 requiring cartain county officers to reside at county seats on 0 F 37 amending chapter 28 laws of 1886 relative to the manufacture and sale of intoxicating drinks also on H F 61 fixing time for legislative elec ions exempting members from arrest etc also on H F 56 prohibiting disposal of tobacco to minors C F 37 mr iffa liquor bill was passed under suspension of rules as was also H F 56 the tobacco bill and H F 61 the legislative election bill each without discussion H 10 substitute to encourage the production and manufacture of sugar in utah was amended by striking out plantations farms teams and tools as exempt from taxation the time of expiration pi ration for non taxation was changed from march 1 to january 1 1894 and two insertions were made in C F 35 on doors and fire escapes in public buildings the word misdemeanor was changed to a fine of not less than 10 or more than the bill was passed adjourned until ap m monday HOUSE A communication from the utah wool growers association was read asking action on a resolution hitherto fore introduced providing for a memorial to congress in relation to the tariff on wool referred to the committee on memorials mo rials andrew jenann petitioned for an appropriation of 2000 to aid him in publishing a work describing and giving historical material relating to the EQ eral counties committee on appropriations thurman introduced a communication from F H dyer asking that a lafe be purchased for the use of territorial prisoners in the utah penitentiary and reform schools the auditor sent in a bill for two years services at per annum and the treasurer sent in one for two years sen ices at 2500 per annum A M musser sent in one for services as fish commissioner for two years at all were sent to the claims committee the public health committee reported adversely on the bill relating to the doors of public buildings and fire escapes as the subject was covered by another bill the same committee reported favorably on the bill to prevent cruelty to animals and on the bill for a corporation for that purpose and also on the medical all with amendments the claims committee reported favorably on the claim of mr snowball ex tax collector of rich county adopted the same committee reported the amounts paid during the last six years as fees to district court clerks be excused but would attend if required there was no quorum present only ten members being in their seats the chair remarked that business might bo proceeded with until alio question of a quorum plural or celestial marriage congress was compelled to exert its power in enacting laws foi its suppression including the prescribing of qualifications for jurors and the mode of their selection until this was done and under existing laws the present practice of our courts established persistent open and notorious violation of the laws against polygamy was indulged without restraint or fear af punishment the enforcement of the law has been salutary and in anywise to hinder or to in to its prompt enforcement would be unwise and as evinced by the registration of voters contrary to the expressed sense of the people we are constantly admonished by the examination of jurors as to their qualifications ficat ions iu the courts that the effect of H E 35 becoming a law would be to consume the time of the courts increase expenditures delay the punishment ish ment of offenders and subject to inconvenience and expense citizens not qualified as jurors in certain cases my conviction is
