Information on tax rebates given Roland V. Wise, Dsitrict Director of Internal Revenue for Utah, today urged all taxpayers to file their 1974 income tax returns as early as possible in order to help insure prompt processing and issuance of any income tax rebates that may be enacted by Congress. Returns should be prepared and filed according to the instructions that come with the tax forms and without regard to any rebate or similar plans now being proposed, he said. Mr. Wise explained that the plan proposed by the President on January 13 calls for an automatic rebate based on a percentage of the taxpayer's tax liability for 1974. The amount of such a rebate can be determined by the IRS only after it receives and processes the taxpayer's return. Emphasizing that possible rebates being considered have no bearing on any tax refunds already due taxpayers for 1974, Mr. Wise said that persons refunds have an added expecting incentive to file early. REfunds can be issued to early filers within four or five weeks after a return is received by the IRS, while it may take up to eight weeks to issue refunds to those who file close to the April 15 deadline. The IRS said that since the proposal under consideration may involve the payment of a rebate later in the year, taxpayers who move from the address shown on their income tax return should promptly file a change of address notice with the post office in the area from which they move. and Gunn McKay Congressman Allan Howe jointly Congressman introduced a bill today which will provide for payments to better compensate for the tax county governments immunity of federal lands within their IRS offers free help preparing tax returns 5 STANDARD JANUARY 83, 1975 sourres," McKay added. Congressman Howe said that "federal ownership of these lands creates substantial revenue inequities Tot these states by depriving their counties of the right of taxation on these lands. The bill is relatively simple in concept, uncomplicated to administer, and it offers a solution to a number of serious problems associated with federal lands ownership," Howe asserted. McKay and Howe said that this is not the only bill they will jointly introduce, but that it is the beginning of a cooperative partnership to better represent Utah. The Utah Congressmen introduced the hill because the federal tax exemption means that many Utah counties get substantially less tax revenue than if the federally owned lands were privately owned. "In a slate like Utah, when nearly three fourths of the State is Federally owned, the bill could have considerably impact, McKay said. "Financial burdens on county governments are increasing, McKay pointed out," especially where new energy sourres are bringing unprecedented growth." Yet many of these counties have insufficient tax revenue to provide necessary services because of all the federally owned land, For example, the McKay argued. average return to Utah counties from Forest Service lands is only four cents ler acre," McKay pointed out. McKay explained that the bill would give counties the option to appraise and tax federal lands in the same way private lands are taxed or to remain with the present system of payment from the federal government.
