BLODGETT Clipper News Editor FARMINGTON - IT HAPPENS each year nationwide far too many persons die in weather-relate- d deaths because they are not prepared, according to Davis County Sheriff Brant Johnson. And it can happen to anyone of us, he said. "At any time, any place. If you become stranded, be certain that the exhause pipe is free of snow and ice ; use the heater sparingly, and always keep the window open a crack to allow fresh air to thus being mildly cold and awake enter rather than warm and slip into unconsciousness. HE EMPHASIZED that winter storms can blow up without warning, causing sometimes motorists to be left stranded only a short distance from safety. Two Air Force Academy cadets died in their auto, stuck in a snowdrift only a few miles from nearby town. But once the storm hits, its often too late to find safety. - FARMINGTON -- - Four new programs are being de- veloped to attract new businesses and help establish existing small businesses in Davis County. TO Rich Nelson, director of the countys Employment and Training Department, the Economic Development Liaison Committee of the Davis County Private Industry Council has decided on four goals for the upcoming year. The first goal is to establish a "How to Sell to the Government program. For the past two years, the PIC has sponsored workshops on how to sell their services to Hill Air Force Base, said Mr. Nelson. "This year the council wants to expand that program so as to include several other government agencies.1 HE ADDED that the new expanded program would in ACCORDLNG clude workshops, clinics, and opportunities to meet government buyers. We will be including the major subcontractors to government too and helping local businesses to tie into the government market. The government market in Davis County is estimated to exceed a billion dollars. The PIC program is intended to teach local businesses how to tap into that market and deal with the government system of procurement. ANOTHER program in the works is designed to help the general public in the county learn basic concepts of computer usage. The PIC is planning to setup a training course in conjunction with the Davis County School District to teach Computer Literacy in the Mr. Nelson said that the course would not deal with computer programming but 80s. would simply teach what a computer can and can not do. HE SAID the council is hoping that improved computer literacy in the county will help attract sophisticated high-tec- h industries to the area. Computer driven industries, using more sophisticated tools are on the way. Our people need to understand the basics so that we are perceived as being a computer literate community and a good place to locate, he explained. The Council would also like to organize a Hire One program next year. A Hire One program works through local chamber of commerces and businesses, encouraging them to hire just one economically disadvantaged youth or adult. IN RETURN, the participating business can qualify for an 85 percent tax credit on the persons wages. The prog ram has really worked well in the East, said Mr. Nelson, citing studies of a similar program in Florida. The county's Employment and Training Office has two summer youth employment programs but can only accommodate a limited number of With this progparticipants. ram, those that we dont hire will still be able to find summer jobs, added Mr. Nelson. In addition to youth, Mr. Nelsons office will be using the program to place people that the county has trained. THE PICS fourth goal for the new year will be to explore the feasibility of establishing a Business Assistance Center. The Center would act mostly as a clearing house, where small businesses in the county could find out where to go for help in growth and desaid Mr. Nelson, velopment, mf and 9 leads.
