Show Lakeside Review, October 30, 1980, Page 15B CLEARFIELD Candidate Warren S. Wimmer is seeking to the Utah House of Representatives from District 51. Wimmer is running on the Democratic ticket against Morris Hansen of Syracuse. Wimmer said'he does not support either of the proposed tax initiatives. Ive indicated to the people in my district that Im not supportive of either one. He said that if the dhles tax initiative passes it will give the greatest amount of relief to those who need it the least. He said that initiative B has some serious constitutional problems but its most serious problem is that it is a California law. Warren S. Wimmer . Theyre trying to fit a California solution to , a Utah situation and it wont work. We need a different approach. Wimmer is seeking a third term in the State Legislature. He is a Weber State College graduate and has done some graduate work at the University of Utah and Utah State University. He is a real estate salesman and does some work in investment planning. He said he is supportive of some form of ' tax reduction even though he is against the current proposals. While Ive been in the legislature Ive been supportive of tax relief bills. he would He said that if he is like to submit a bill that would create an incentive for people to save money. Such a measure would involve reducing taxes on money earned from savings investments. This, he said, would help increase the finds available within the state for investment in business and improvements. He also said he feels it is time for a severance tax on natural resources in the state. A serverance tax is in order. Although the candidate favors the principle of property tax relief, he is against Initiative B, which would limit all property taxes to 1 percent of the market value shown on 1977 tax bills. The measure is unfair, - unconstitutional, creates and serious problems with school Knowlton financing, stated. Rolling property tax assessments back to 1977 levels would give an unfair advantage to Salt Lake County taxpayers because it would set their market values at the 1973 assessed values, the most recent assessment made in Salt Lake County prior to 1978. Davis County property owners would have to pay taxes on assessments made in 1976, which would be substantially higher, according to Knowlton. The Republican candidate also opposes the proposed revisions of the state constitutions tax article, Proposition 2. Proposition 2 is not a tax savings law, Knowlton stated, saying it would merely redistribute tax money. The proposal would allow more tax exemptions at the local level and ' let the state reimburse local governments for money lost through the new exemptions. Such a procedure would be inefficient and would confuse taxpayers who need to know who to hold accountable for their taxes, Knowlton said. The idea of allowing the Legislature to reduce taxes on primary is residences poor timing, he said, because the state does not have extra money to return to properly owners now.
