Show Page 18 The OGDEN VALLEY NEWS Volume II, Issue VI March 2000 Government/Planning News Weber County Commission Passes Dark Sky Ordinance for Ogden Valley By Shanna Francis On February 9, Weber County Commissioners Camille Cain, Glen Burton, and Ken Bischoff listened to public comments regarding a proposed Dark Sky Ordinance for Ogden Valley. Numerous residents of the Valley attended the Commission meeting, and during the comment period, urged the Commission to approve the ordinance. Liberty resident Jim Banks was the only dissenting voice in the audience arguing against the ordinance, citing the benefit of bright lights to him in the early winter morning hours when he is driving the Valley in conjunction with his employment. The Commissioners passed the ordinance unanimously. The ordinance, now in effect, regulates lighting for commercial, manufacturing and multi-family housing. The ordinance is designed to control fugitive lighting that escapes wastefully upward into the night sky and outward on to neighboring properties. It also regulates the brightness and type of lighting that can be used. Fugitive lighting can be controlled by directional placement and by the use of shields. Taking nearly an hour to listen and weigh public comments, the Commission seemed to agonize over their decision. Commissioner Cain, noting that only 1% of Utah Power’s public lights in the Valley conformed to the proposed ordinance, asked her counterparts what passing this ordinance would do to the Commission’s newly bridged relationship with the utility company. She asked what Utah Power would say and think. Public comments were also made by Dr. John Sohl, director of the planetarium and observatory at Weber State University. He related that 6000 stars, without the interference of light pollution, are visible to the human eye. The University presently has plans to build an observatory on top of Powder Mountain, but increasing light pollution from new development in the area is threatening this plan. Dr Sohl was particularly interested in the Commissioner’s decision because of its impact on University plans. At the conclusion of the affirmative decision, he enthusiastically invited the Commissioners and the Valley community to a star party on the top of Powder Mountain this summer to celebrate.
